- This is Public Notice is a written Request for Quotation (RFQ) No. 1126GP pursuant to procurement of the required services as described below using the "Simplified Acquisition Procedures" specified in Part 13 of the Federal Acquisition Regulation (FAR). Price quotations submitted in response to the forthcoming RFQ that exceed the Simplified Acquisition Threshold (as specified in FAR Subpart 2.101, Definitions) will not be considered as responsive to this RFQ. In accordance with FAR Part 13.003 (b)(1) this procurement is set-aside 100% for small business concerns. The Broadcasting Board of Governors' International Broadcasting Bureau (IBB) has a requirement for a contractor to modify a computer-based learning tool using Macromedia Common Scripting (MCS) to fix "bugs", modify the display, and to make it a database driven product. A firm-fixed-price Purchase Order award will be made by the contracting officer based on: A) the quoter's Technical Capabilities/Experience (for which there are four (4) equally weighted subcriteria); and B) the quoter's Price Quotation. Of the two Selection Criteria, Technical Capabilities/Experience is the significantly dominant criterion over the price criterion. The Technical capabilities/Experience subcriteria are as follows: 1. Demonstrated successful past performance in performing similar programming work on a firm-fixed-price basis as supported by references; 2. Professional qualifications to perform this type of work as demonstrated by resumes of key personnel; 3. Proven ability of the firm to meet the schedule of 12 weeks to complete all work in this purchase order contract; 4. Offerors understanding of the requirements based solely on the information contained in the forthcoming RFP document. Omission of any of the above-requested information pertaining the quoter and/or any subcontractors proposed by the quoter in performing this contract, will weigh against the quoter during the Contracting Officer's evaluation of the quoter's response to this RFQ. Firms interested in the above described work are requested to submit their response to this RFQ i.e., Technical Capabilities/Experience and Schedule information, and Price Quotation) and they shall reference this RFQ No. 1126GP in their transmittal letter to the Contracting Officer. All questions regarding this announcement (technical or otherwise) by a prospective quoter regarding this RFQ shall be in writing. Firms or persons interested in performing this work should respond to the contracting officer by December 11, 2002. It is anticipated the Request for Quotations (RFQ) will be issued on or about December 13, 2002 with a proposal due date two to three weeks thereafter. Firms interested in receiving a copy of RFQ No. 1126GP must respond in writing to the Contracting Officer at the above address. All requests for copies of the RFQ must include the RFQ number, company name, mailing address, DUNS Number, telephone and facsimile numbers, and name and e-mail address of the contact person. Telephone requests for this solicitation will NOT be honored. All responsible sources may submit a proposal, which will be considered by the Agency. This Public Notice is not a RFP, IFB, or RFQ.
