Description
The United States Department of Agriculture (USDA) Commodity Corporation (CCC) is issuing a Synopsis/Solicitation for the following requirement: Provide for 100% total destruction of 75,333,413 net lbs.(40,555 Ton) of Flue-cured tobacco; 149,434,235 net lbs.(80,802 Tons)of Burley tobacco; 182,749 gross lbs.(91Tons) of Cigar Binder tobacco and 20,060,100 lbs.of corrugated cardboard. The flue-cured and burley tobacco is stored in 35-lb.corrugated cardboard box containers with a gross weight of 475 lbs. per container and the Cigar Binder tobacco is packaged in 45-lb bales strapped with twine. CCC shall deliver to the bio-mass company (Contractor) within six months of the award of the contract all tobacco. Total destruction must be completed no later than 18 months after contract award. Upon receipt of the tobacco the Contractor shall provide all necessary labor and equipment to complete the following: Contractor shall take delivery of all tobacco by truck and/or railroad and provide 24/7 security for the stored tobacco in a fenced in area at the destruction site. Contractor shall provide the CCC representative access to the site during the delivery process. Contractor shall check off and obtain a copy of the bill of lading from each delivery and provide CCC a monthly summary of deliverabled tobacco. Contractor shall verify that the seal on the van has not been tampered with and the seal number matches the seal number on the bill of lading. Total destruction of the tobacco/cardboard shall only be through burning for energy recovery. The Contractor shall provide the CCC representative access to the site during the destruction phase. Contractor shall provide CCC a monthly report of the containers of tobacco that were destsroyed during the month. Bidder shall submit a proposal on one or more of the following:(01) The whole lot of the tobacco and cardboard 121,448 TON (02)44,501 ton flue-cured & Burley in the North Carolina Region (3) 76,947 ton of Burley in the Kentucky region and Cigar in Wisconsin. Bidder shall explain in thier proposal the security musaures that will be in place to protect the tobacco from theft. The pricing will be per ton. Government will pay monthly, 50% of Gross Weight(Ton) received and pay monthly 50% of Gross Weight (Ton) Destroyed
