Description
The National Institute of Health(NIH), National Cancer Institute(NCI), Tobacco Control Research Branch proposes to enter into a sole source contract with BMJ Publishing Group, BMA House, Tavistock Square, London WC9H9JR, UK. The NCI released the Request for Applications(RFA's) CA 97-010 and CA 98-002, Prevention and Cessation of Tobacco Use by Children and Youth in the United States to provide innovative research that has clear implications for the immediate and significant reduction of tobacco use by children and youth in the United States. NCI will publish the results and disseminate the findings from these studies to provide guidance and inertia to the field and set the stage for the next phase of youth prevention and cessation research. In order for the NCI to reach a broad research audience that is interested in tobacco control, the NCI will enter into a contractual agreement with BMJ Publishing Group that publishes Tobacco Control, a highly respected journal that reaches a global audience. This special issue will: 1) report final results from prevention and cessation studies; 2) summarize the findings and challenges of conducting research among youth, and 3)explicate the implications of the research on youth tobacco use. Tobacco Control is a copyrighted publication that seeks to address all research of tobacco prevention and control. The journal aims to evaluate smoking prevention and cessation policies and programs; track and evaluate tobacco control policies and legislation; examine epidemiological and behavioral research; and explore efforts by the tobacco industry to promote tobacco use and undermine tobacco control efforts. Articles published in this journal will have a significant impact on youth tobacco control and will allow NCI grantees the opportunity to collectively report findings from their NIH-FUNDED studies. This is the only source known to the NCI researchers that can provide the necessary services required. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office no later than 2:00 PM EST on December 3, 2002. This action is pursuant to 41 U.S.C 253(1)and under the authority of FAR 6.302-1. A determiniation by the Government not to compete this proposed requirment based on responses to this notice is solely within the discretion of the Government.
