Description
NOTICE OF CONTRACT ACTION (NOCA): The Precision Strike Program Office, Air Armament Center (AAC), intends to issue a Request for Proposal (RFP) to modify the MK-84 General Purpose (GP) Bomb Case so that it will be more compliant with the Insensitive Munition (IM) requirements of MIL-STD-2105B. FAR Part 15 procedures will be used to award to the responsible offeror(s) whose proposal conforms to the solicitation requirements and will provide the best value to the government considering past performance, mission capability, proposal risk, and cost/price. The government intends to award one or more contracts for Concept Technology & Development (CTD) with options for Weapon Qualification. The contractor will be responsible for modifying and delivering an improved MK-84 bomb case for testing. The Capabilities Threshold Minimums of the MK-84 IM Technology Program are: 1. Equal or better operational performance (Pk) than the current GP bomb filled with the explosive Tritonal. 2. Equal or better IM response than the current GP bomb filled with the explosive PBXN-109, currently used by the US Navy (BLU-117). 3. The modified MK-84 bomb will maintain compatibility with the USAF inventory of fuzes (and those currently under development) as well as all tail kits and guidance packages. 4. Preserve the current MK-84 bomb mass properties, thereby minimizing flight recertification. The Capabilities Threshold Maximums are: 1. Fully meet IM requirements for the MK-84 bomb. 2. Reduce the current Hazard Classification from 1.1 to either 1.2.3 or 1.6. The solicitation will be posted on the Federal Business Opportunities website at http://www.fedbizopps.gov on or about 13 Dec 2002.
