- This announcement provides a solicitation number and additional information regarding the MRUUV Presolicitation Notice released on October 15, 2002. The Navy will establish and open a Technical Information Center (TIC) repository for information pertinent to the MRUUV. The TIC is designed to provide authorized users from the industrial community with appropriate security clearance easy access to both acquisition and technical information relating to the 21? MRUUV solicitation. This TIC will open on November 27, 2002. In order to gain access to the Electronic TIC and the TIC Library offerors must follow the instructions below. The TIC will be available at the website https://www.aimtc.npt.nuwc.navy.mil/mruuv. For security reasons, the Navy will restrict access to the TIC through a password security process. Requests for access to the TIC can be completed directly through t he web address provided above or by submitting a written request to the Naval Undersea Warfare Center, Attn: Mary Barravecchia , 1176 Howell Street, Bldg. 103, Newport, RI 02841 or fax number (401) 832-3699. For web requests please follow the instructions provided on the website. Written and fax requests must include: the company?s name, CAGE code, and contact information (including point of contact email address). Once the request has been processed and accepted, the authorized company/individual will be issued a username and password to gain online TIC access. The TIC will be updated periodically. All interested parties should periodically review the data on the TIC for updates. It is anticipated that the initial release will include draft copies of the System ?A? Performance Specification for the Advance Development Unmanned Undersea Vehicle (ADUUV), the Payload/Ve hicle Interface Specification for the 21? ADUUV/MRUUV Systems, and the Prime Item Development Specification for the Mine Identification Sensor Payload Package. It is anticipated that later updates will include the draft System ?A? Performance Specification for the MRUUV and, if time permits, the draft Statement of Work. Industry is requested to review these documents and forward questions or comments (in writing only) to the Contracting Officer identified above. While the web based TIC will contain only unclassified information, some documents on the Electronic TIC will reference classified information. The final solicitation will include classified information up to the SECRET level. The NUWC, Newport Technical Library, 1176 Howell Street, Bldg. 103, Newport, RI 02841, will maintain and control all classified TIC information. Contractors interested in viewing class ified TIC information must submit a visit request and schedule an appointment. Request for appointment and visit requests must be submitted three days prior to industry?s requested appointment time. Industry may schedule access to the TIC in blocks of time not to exceed 4 hours. The four-hour blocks are available from 0800 - 1530 Monday - Fridays. Contact the NUWC, Newport Technical Library via fax number (401) 832-3699 to schedule an appointment. Please provide names, phone numbers, email and company of all persons requesting access to the TIC with a designated lead who will be notified of TIC appointment approval time. Requests for an appointment must also be accompanied by visit requests for each individual requesting access to the TIC Library. Visit requests must also be submitted simultaneously to NUWCDIVNPT Security Division, via fax (401) 832-4396 for each indivi dual requesting access to the TIC Library. Information required for a visit request is as follows: Name Social Security Number Place (City/State) of Birth Date of Birth Date(s) of Visit Detailed Purpose of Visit Person(s) to be visited with their telephone numbers Visitor?s Clearance Level Classification of Visit Citizenship (include naturalization number for US citizens born outside the US) Command/Company telephone and fax number Signature and title of company/command authorizing official All private industry/contracting agencies must submit this visit authorization request on company letterhead. Those not submitted on company letterhead will be rejected. Questions concerning visit requests can be addressed to NUWC Security Division at (401) 832-2551. The Government will notify the designated industry lead of approved individuals and approved appointm ent time. Once at the NUWC, Newport Technical Library, the contractor should notify the MRUUV reference desk, whereupon the contractor will receive the list of classified TIC information. The contractor must then request each document it wishes to review from the MRUUV reference desk. No document may be removed during a Technical Library visit. Additionally, the contractor may not remove any notes made during such a visit. The NUWC, Newport Technical Library will mail all notes to the respective contractor. Release of the RFP is anticipated in the 2nd Quarter of GFY '03 (Government Fiscal Year, 2003).
