Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for maintenance, porting, distribution, and consultation of NASA/JSC's Hewlett-Packard version of the Thermal Synthesizer System software per Attachment A, Statement of Work. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from SpaceDesign Corporation. SpaceDesign Corporation is uniquely qualified to perform the work under this procurement due to their extensive experience with the TSS and their possession of the license to distribute a commercial version of TSS. Maintenance of the complex program requires an in-depth knowledge of its architecture, use, and algorithms. The SpaceDesign staff has had extensive experience in developing and maintaining TSS applications and possess the knowledge to understand the engineering algorithms used in the thermal radiation, orbital mechanics, on-orbit heating, and conductance-capacitance applications. Additionally, their past 3 years of experience in maintaining the code along with the knowledge gained through development of their commercial TSS version has resulted in an organization that is uniquely qualified to perform this work. While other entities could undoubtedly port and distribute the software, understanding the accuracy of the output and providing expert consultation would require a significant initial investment in training and would not be cost efficient for the Government to pursue. This is a 100% small business set-aside. The NAICS code and the small business size standard for this procurement are 541519 and $21.0 million, respectively. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 9, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
