Description
This market survey is to elicit comments on the "draft" Statemen= t of Objectives (SOO) from the industry for the feasibility and interes= t in providing environmental services. This is not a Request for Prop= osal (RFP). The intent is for the Government to use the SOO in preparing= the upcoming RFP. In addition, please provide the basis for the evalua= tion criteria, factors, and sub-factors, i.e., quality, price, past performa= nce, qualification, and experience, etc. The Government will evaluate= the responses to the SSO, and select the procurement method that will be= the best value to the Government. The purpose of these objectives is to as= sure that the contractor and the government promote team work and enh= ance contractor-government communication and give both parties the use of= the best available environmental service in environmental operati= ons, analytical services, and earthwork related to environmental project= s to assist the facilities under the jurisdiction of the BIA, Navajo Regio= n in attaining and maintaining environmental compliance. Contractors t= o be staffed or have available appropriate certified professions = and demonstrated experience in providing environmental services. Three m= ajor service areas are General Environmental: Investigations and Studi= es - Compliance Audits (multi-regulation) of federal facilities; scho= ols, quarters, admin centers, support centers, Process Audits - Enginee= ring reviews of mechanical processes (ex. Sand and Gravel operations), Pha= se I and Phase II Environmental Site Assessments (Property-Transfer Assessme= nts) as defined by ASTM E1527 and E1903, BIAM 30 and 602 DM, (d) Environme= ntal Assessments and categorical Exclusions as defined by the Nati= onal Environmental Policy Act (NEPA), 1969 40 CFR 1500-1508, Multi-m= edia sampling, i.e. soil, surface and ground water, air-CO, oxygen, unk= nown atmospheres, asbestos, ACBM, unknown wastes, off-spec products, suspe= cted mercury, lead-base paint (both lab and XRF), PCBs pesticides, dio= xins (SW-846), Remedial Investigations as defined by 40 CFR 300, Feasibi= lity Studies as defined in 40 CFR 300, RCRA Facility Investigations as def= ined by 40 CFR 264, Detection Monitoring Studies as defined in 40 CFR = 264, subpart F, Corrective Action studies as specified in RCRA, 40 CFR 264/= 265, Corrective Measures Studies as defined by 40 CFR 264, Cost studies= , to include those for corrective actions and remedial construction, = Site Characterizations, to include land surveying under any statue, Landfill= and Hydrogeological Investigations, Performance of AHERA Three-year Inspect= ions and re-inspections, 40 CFR 763, Preparation or amendment of AHERA= O&M Plans, CFR 763, Biological Evaluations and Assessments, Archaeolog= ical Services, Studies related to Drinking Water, i.e. source, filtrat= ion, delivery, treatment and maintenance, Radon Investigations, Modeling - H= ELP, UNSAT, for alternative costs, Fate and Transport models, Regulatory Po= licy Development, Ambient Air Quality Determinations; Your response should have= two main components as follows: First, a brief qualifications statement a= bout the company's ability and capacity to perform the work. Second, a wri= tten feedback relative to the SOO and proposed evaluation criteria. Can = your company prepare an offer based on the SOO. What other or additi= onal information would you need when the Government issues the RFP. Can= you recommend measures to control cost? Multiple awards are anticipated. = The Government plan to issue the RFP the latter part of December 2002, wi= th a base year and three to five year options. A Statement of Work will no= t be included in the RFP; each offeror will submit a Statement of Work as = part of its RFP. If there are sufficient sources for Buy Indian firms, = this acquisition maybe set-aside for 51% Indian-Owned and Controlled Firms u= nder the Buy Indian Act, 25 USC 47. Joint Ventures will not be accepted,= and Indian entities who do not have business offices with 200 miles of Gal= lup, New Mexico may receive less points.
