- Description
- The National Center for Medical Rehabilitation Research (NCMRR) of the National Institute of Child Health and Human Development (NICHD) is seeking contractors capable of incorporating the latest neuro-rehabilitation computer software and electrical/mechanical engineering developments into new multi-dimensional, high precision robotic interventions for upper or lower limbs. The goal of this project is to develop treatment related robotic aides for four separate models as follows: 1) A large lower limb device for use in clinics by health care personnel to initiate treatment, provide training and evaluate patients progress; 2) A large upper limb device for use in clinics by health care personnel to initiate treatment, provide training and evaluate patients progress; 3) A smaller portable lower limb device that would be economical and /or accessible by lease for self-treatment at home to enhance and accelerate therapy developed in the clinic; and /or 4)A smaller portable upper limb device that would be economical and /or accessible by lease for self-treatment at home to enhance and accelerate therapy developed in the clinic. Offerors will be allowed to submit a proposal addressing all four of the above models, a selected single model or any combination. Maximum consideration shall be given to an offeror who has a principal investigator or co-investigator with doctoral level training in a clinical field relevant to rehabilitation and documented clinical experience with patients suffering from motor disorders (e.g., spinal cord injury or stroke); b) the ability to access an appropriate patient population, initiate treatment, provide training and evaluate patient progress; c) skills to develop appropriate software to insure patient safety, user feedback and meaningful clinical profiles; d) extensive experience relating to human factors or behavioral science in upper and lower limb movement; and e) access to an interactive clinical setting where the doctors and engineers performing this project can observe patients and be able to detect imperfections in prototype devices. The above will allow them to use patient feedback as well as their own rehabilitation experience and education to make adjustments needed to achieve naturalistic, multi-joint movements that mimic those of the general population. This is not a request for proposals. The required service is defined as code 541710 under the North American Industry Classification System (NAICS). RFP-NICHD-2002-11 will be issued on or about December 16, 2002 and will be available on the FedBusOpps web site (http://www.eps.gov/ ). All responsible sources may submit a proposal for consideration. This advertisement does not commit the Government to award a contract. Responses to the RFP will be due by 2:00 p. m.
