Description

Sources Sought Notice. - ONLY- (This is not a Request for Proposals - No Solicitation, Specifications, or Drawings are available.) Solicitation Number for the announcement is 292-03-B-(CC)-0102. The National Institutes of Health is soliciting capability statements from qualified and interested small business firms to construct utility tunnel(s) and an underground electric distribution system at the National Institutes of Health Animal Center located in Poolesville, Maryland. Respondents must include a capability statement and show your company can perform at least 15% of the actual on site field work from your own internal labor resources not including project management and supervision. Respondents must include references for at least two (2) completed projects within the last five (5) years of similar work within the same dollar value magnitude of this notice adjusted for inflation. The references shall include the company name and title, telephone number, and point of contact for each reference. Respondents must provide evidence of sufficient bonding capacity for this size of this project with the name of bonding company, telephone number, and point of contact. The project consists of construction of a utility tunnel(s) and an underground electrical distribution system to replace the existing above ground system. The contractor will provide extension both eastward and westward from the existing Power Plant tunnel ends. Interior dimensions are 2743 mm wide x 3050 mm high (9' x 10') with top having a minimum of 914 mm (31 inches) of earth cover. Tunnels have exits and equipment accesses at grade. Construction consists of reinforced concrete with 302 mm (1') thick sides and top, and 406 mm (1' 4 inches) for the floor. Sides and top are waterproofed. The "East Tunnel" to serve buildings 102 and 103 extends approximately 65.5 meters (215') eastward; then 95 meters (312') northward, and last 64 meters (210') westward. Tunnels house piping extensions of the steam and condensate systems, chilled water distribution system, lighting, sprinklers fire detection and alarm systems. Electrical Distribution work replaces the existing overhead power distribution system with an underground system and replaces pole-mounted transformers with new pad mounted transformers; where the overhead power is relocated provide new roadway lighting fed from new underground distribution. The demolition work includes the removal of about 80 overhead poles and associated wiring, 35 oil filled transformers and 20 pad mounted generators. The new work includes about 140 lighting poles, 7-15 kV selector switches, 14 pad-mounted transformers , and about 3000 meters of duct banks, 11,000 m 15 kV single conductor cables, 600 v distribution panels and miscellaneous 600v voltage wiring and feeders. The site is located in upper Montgomery County in Poolesville, Maryland. Solicitation/IFB and all related documents will be available approximately forty-five to sixty (45-60) days from the date this notice is published. The National Institutes of Health, Division of Engineering (DES) and possibly a Construction Quality Management Contractor will oversee the construction of this project. The project estimated price range is $5,000,000.00 to $10,000,000.00. The construction shall begin on or about April 2003, with a 24 month construction time period.
