Description
Nurse Consultant (Clearance Nurse Case Manager) A. INTRODUCTION The Clearance Nurse Case Manager (TOP SECRET CLEARANCE IS REQUIRED)position would be located in the Office of Medical Services (MED)/ Mental Health Services (MHS). The incumbent under the supervision of the MHS Director or his/her designee would provide medical support to MHS in the processing of medical issues related to clearances. Support activities would include assembling medical information provided by patients and providers relating to cases under review, reviewing relevance and completeness of medical documentation, acting as liaison with other bureaus, and summarizing information. The Nurse Case Manager is a key advisor to the Director of MHS. The Nurse Case Manager, through his/her management expertise and knowledge base, concentrates on medical clearance processing through standard procedures. Providing processes and management to achieve program effectiveness results in exemplary customer service, strategies to meet priority needs, and better monitoring of MED?s clearance process. B. MAJOR DUTIES AND RESPONSIBILITIES 1. As Nurse Case Manager for the Office of MED/ MHS, the nurse specialist will: a. Develop a medical case management program for handling with Department of State Medical and EO10450 clearances. b. Gather and review all medical information submitted by subject employees or applicants, various bureaus, and medical providers for medical case management. c. Help determine the current medical and clearance status of an employee or applicant. d. Report to MHS and DS on the status of their respective cases and establish a statistical data base for tracking and reporting on cases. e. Assist HR, DS, L, and MED in the review and representation of the Department in grievances related to Medical Clearances and EO 10450s. f. Consult with MHS, Alcohol Drug Awareness Program (ADAP), Occupational Medicine physician, HR, DS, or other experts as needed to complete a medical case review. g. Performs other duties as assigned. Factor 1, Knowledge required by the position The position t requires that the applicant has professional knowledge of a wide range of general nursing concepts as well as highly specialized nursing skills associated with behavioral medicine and nursing case management. The position requires advanced analytical, writing and verbal skills to advocate the Department?s position with regard to medical clearances. The position requires basic skills in legal research and database management/analysis. Factor 2, Supervisory Controls The Nurse Case Manager receives general supervision. The DS EO 10450 reviewer refers cases for medical review to the nurse case manager for requested guidance and defines the overall objectives, and priorities of the case review. The incumbent serves as the nurse expert, and plans and carries out work independently in accordance with existing policies and previous experience. The Nurse Case Manager independently determines work to be performed based on type and difficulty cases. The Nurse Case Manager uses his/her own judgment and initiative and is responsible for generating data to ensure that priorities are being met and policies followed based on current Departmental procedures and existing Federal Regulations. The Nurse Case Manager is a MED/MHS staff member providing support and consultation to MHS and DS . Factor 3, Guidelines General case management guidelines may be available but the Nurse Case Manager will be responsible for gathering standards of care guidelines and generating modifications or new guidelines through knowledge gained via interdisciplinary meetings, training, and on the job experiences. The incumbent uses initiative to learn new regulations and to interpret developments in the field, and to recommend changes to improve case management services, correct deficiencies, and improve overall support for employees. Judgment is required to assess situations relevant to overall case management. Factor 4, Complexity The incumbent independently performs difficult and complex reviews and analysis of psychiatric illnesses and the effects they may have on security clearances. The work consists of using multiple sources of information to analyze and interpret that information in terms of the case review. This needs to be done in a systematic fashion in compliance with complex Federal regulations that are continuing to evolve through ongoing case review and appeals. The incumbent therefore must combine personnel, medical, legal and psycho-social expertise to provide effective case management. Factor 5, Scope and Effect The aim of the work is to provide a systematic approach to assembling medical information and the evaluation of medical and security clearance issues, resulting in DOS compliance with federal employment legislation and timely medical processing of employee case reviews. Factor 6, Personal Contacts Personal contacts are with health care professionals who are experts in their field, attorneys, upper level managers and subjects. The Nurse Case Manager will also be expected to represent the Department of State at national meetings in the areas of case management. Factor 7, Purpose of Contacts Contacts are to influence the quality and timeliness of the Nurse Case Management Program within existing legislation and regulation. Factor 8, Physical Demands Work is performed primarily while sitting, however, some walking; bending, stooping, reaching or stretching is required. There is a physical requirement to do repetitive tasks that involve manual dexterity by operating work processing equipment (telephones, file cabinets, computers etc.) for extended periods of time. Factor 9, Work Environment The work is generally performed in an office setting. The work place is adequately lighted, heated, and ventilated.
