Description
NA The US Army Robert Morris Acquisition Center (RMAC), Natick Contracting Center has a requirement for a Large Area Maintenance Shelter (LAMS). This acquisition is subject to FAR 52.232-18, Availability of Funds. The LAMS shall be a portable, temporary faci lity of modular construction to support forward operational areas without fixed facilities as staging bases, logistics warehousing areas, and as a maintenance facility for Army rotary-wing, fixed wing aircraft, or ground combat vehicles. This is a combine d synopsis and solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and13.5, with additional information. This announcement constitutes the only solicitation for the LAMS. Proposals are being requested and a written solicitation will not be issued. The solicitation number is DAAD16-03-R-0009. The basic LAMS includes the following components: structural members; exterior weather barrier fabric; interior insulation kit; LAMS erection/ installation kit including all equipment, tools, items and hardware necessary to erect, strike, and maintain the LAMS; a field useable fabric repair kit; LAMS anchoring kit/system with sufficient anchors for anchoring in soil types such as sandy or hard pa cked soil, bedrock, and asphalt, with a second anchoring system for use on concrete and a powered anchor-driving machine with all necessary accessories included (if fuel operated, shall be capable of using aviation fuel, JP-8); electrical system including main power panel with main breaker and sub-circuit GFCI breakers, junction boxes, general illumination lighting, 50? power supply cable, duplex receptacles, switches, wiring, and other items necessary to supply electrical power and lighting; ventilators - powered and/or non-powered; operator?s manual showing unpacking, erection, maintenance, striking and packing procedures; re-useable packing containers/boxes will be used to facilitate handling and provide protection for loose components; and sufficient Int ernational Standard Organization (ISO) shipping containers, or equivalent, required to transport the LAMS by land, air, sea, and rail. The LAMS shall allow an operational CH-47D (Chinook Helicopter) to enter/exit the LAMS with a min. interior size of 66? W at a height of 16.5?, 32? H at the center, and 120? L. All components, including erection and anchoring equipment, w/o ISO containers, are desired to weigh less than 25000 lbs total. All components and packing crates shall fit into 8?x8?6?x20? ISO cont ainers, gross weight less than 10000 lbs (field transport and handling limits). Packing materials and procedures shall be designed for typical shocks, bounces, and vibrations from shipping by train, aircraft, and ground vehicles. The LAMS shall be capabl e of being set up or struck by 10 soldiers max in 640 man-hrs or less, exclusive of site preparation under ideal conditions; all components shall be designed for transport and handling by 10 or less soldiers with an item max weight less than 37 lbs/soldie r. LAMS shall accomodate uneven terrain (not more than 3? over 30? of prepared ground, including sand and snow covered terrain. LAMS shall be capable of being erected, operated, struck, and packed in temperatures ranging from ?50 0 F to +120 0 F with ope rators wearing cold weather gear; shall withstand steady winds up to 90 MPH with gusts to 110 MPH from any direction in all soil/surface conditions and resist water intrusion during rainstorms through the structural members, fabric, flaps, seams or vents; shall support a min snow load of 20 lb/sqft. LAMS shall operate in humid seashore and coastal climates, withstand exposure to direct sunlight for a minimum of 8 yrs of continuous use and protect occupants from sand and dust storms; shall resist dry rot, f ungus and mildew, damage from acids, including acid rain and bird droppings, and be resistant to petroleum, oils and lubricants; all exposed components shall be corrosion and erosion resistant. Anchoring system shall contain all items necessary to withstand the specified winds. Weather barrier fabric outer cover color shall be camouflage green (483) or desert tan (459) with the inside being white or light. Fin dings and hardware visible from the outside, shall be camouflage green, desert tan (as appropriate) or black. Metal and plastic components shall be a subdued color, but may remain the color from manufacturing if light reflective surfaces are not used. Mi n continuous useful life of 8 yrs with 6 erect/strike cycles is required. New ground anchors will be used for each erection. LAMS depot storage life shall be a min of 15 yrs. All fabrics (interior and exterior) shall be flame resistant, self-extinguishi ng with no flaming melt pieces when exposed to flame or high heat. LAMS shall not harbor or emit noxious or toxic odors under all environmental conditions, nor irritate skin or cause other human reactions. LAMS shall prevent detectable light leakage thro ugh the outer fabric cover, vents, and door openings at 300 meters (naked eye) and 500 meters (night vision devices) while using the inside lights. Vent fans shall provide sufficient cfm airflow to insure a min of 3 air exchanges/hr when the ECUs are not in use. Vents shall have a cleanable air filter that will prevent the entry of fine, blowing sand and not affect the blackout capability while operating. Min of 2 personnel doors per side, no smaller than 3?x 6?6? with a heavy-duty frame to support the outward opening door. The personnel door latching mechanism shall operate from both sides with an inside panic bar and an outside pull handle with thumb latch and security lock. Doors shall be capable of a min 200 open/close cycles with no loss of servic e. Each end of the LAMS shall have a full width/height door to allow an operational CH-47D to enter/exit; be capable of being completely opened or closed in 5 min or less; be capable of both doors being opened and remaining open simultaneously; be capable of a min 100 open/close cycles with no loss of service. Min of 2 garage style doors opposite each other & Min 10?W x 13?H. LAMS will use standard military Environmental Control Unit?s (ECU) for heat/AC and standard military electric generators to power a ll electrical equipment. LAMS shall include as many 18? dia duct openings with weatherproof sleeves on each side as needed to meet the intended internal operational temperature requirements without loss of blackout protection. Power supply feed-thru shal l pass an electric cable or wire bundle up to 5? in dia (min of 3 feed-thrus per side); shall seal the outer wall to the wires to prevent water migration and air leakage. LAMS power system shall conform to the National Electrical Code and meet Underwriter Laboratory approval and be compatible with 120/208v, 60Hz, three-phase power as supplied by military generators. Power panel shall be mounted inside near a personnel door and grounded. LAMS shall have a min of 8 weather-resistant, GFCI, 120v20a duplex outlets evenly spaced on each side wall and mounted to the support structure. Full width end door winches shall withstand a min of 100 opening/closing cycles. All power cables shall have quick disconnects to the main panel. LAMS shall have energy effic ient lights with a pre-wired harness and twist lock connectors providing approx 30 ft-cand of light at a height of 6 ft in the center of the LAMS. Scheduled/periodic maintenance and inspections at the system level shall be kept to a minimum. LAMS and all major components of the system as determined by the contractor shall be permanently marked with part no, date of manuf, contract no, serial no, and MFG CAGE code. Instructions for erecting, striking, disassembling, repairing and storing the LAMS and requ irements for preparing the site will be provided as a hard copy manual and as an interactive CD-ROM; be stored in a marked shipping container with an erect/stri ke checklist and structural diagram permanently affixed to the inside doors. Component parts, assemblies and support components shall be functionally and physically interchangeable with each LAMS fielded by the contractor. Contractor shall provide Propos ed Spare Parts List structured at the end item level, to include all parts, materials, tools, test equipment, repair kits, and repair parts etc, required for maintenance and operation of the LAMS. All items on the PSPL will be available for reorder from t he contractor. This document incorporates Provisions/Clauses in effect through Federal Acquisition Circular 97-13. This acquisition is 100% Set-Aside for Small Business. North American Industry Classification System code is 332311. Small Business Size St andard is 500 employees. The Government anticipates awarding a single Firm-Fixed-Price/ Indefinite Delivery-Indefinite Quantity contract with one 24 mon Ordering Period. Contract CLINs and SUBCLINS shall be: 0001 LAMS, 0001AA Camo Green 483, 0001AB Desert Tan 459, 0002 REPAIR/SPARE PARTS. Repair/Spare Parts may have various SUBCLINs applicable to the number of different Repair/Spare Parts offered. Guaranteed Min Quantity will only be applicable to the LAMS: Min 1 and Max 45 each, no guaranteed min./max. for the Repair/Spare Parts. Contract Period is 24 months from date of contract award. USA RMAC-NCD will issue Contract/Subsequent Delivery Orders. FAR Provision 52.212-1, Instructions to Offerors - Commercial is applicable. Addenda includes: Offeror shall hold prices in its offer firm for 90 days. Delivery shall be F.O.B. Origin. Inspection/ Acceptance at Origin by the cognizant receiving authority. Required delivery schedule is 2 items/mon starting 90 calendar days after issuance of a delivery order. O fferors shall submit: Unit price of each LAMS and for each Repair/Spare Part(s) for the proposed item. Pricing for economic order quantities (i.e. 1 - 3; 4 - 10, etc.); Completed copy of provision FAR 52.212-3, DFARS 252.212-7000; Past Performance inform ation (2 pages or less) describing offeror?s recent, relevant experience in providing similar items to Commercial/Government customers with contacts/phone numbers; Written proposal describing how proposed item meets requirements stated herein, include prod uct literature commercially available on proposed item, and commercial warranty terms offered; Certification and testing results or analysis showing offered product meets requirements stated above; One copy of the assembly, maintenance, and tear down manu al for offered product. Offerors shall submit Original (identified as such) and 2 copies of their proposal bound in 2 binders: Pricing/Provisions/Past Performance; and Technical. Government may determine a proposal is unacceptable if proposed prices relat ive to any economic ordering quantities are materially unbalanced. A proposal may be rejected if Contracting Officer determines lack of balance poses an unacceptable risk to the Government. The Government shall place a delivery order for the min. quantity of 1 LAMS upon contract award. FAR 52.212-2, Evaluation Commercial Items applies to this acquisition. Following Areas will be evaluated and are stated in order of importance (Technical is more important than Price and Past Performance, Price is more impor tant than Past Performance): TECHNICAL: Proposed item?s capability to meet solicitation requirements as demonstrated by, written proposal, product literature, computer analysis, test data, computations, and other supporting data. Offeror shall identify fa cilities and equipment to be used for LAMS production. Technical area will receive an adjectival rating of: Excellent, Acceptable, or Unacceptable. PRICE: Pricing for economic order quantities will be averaged for evaluation purposes only. Price for the Repair/Spare Parts will be evaluated for fair and reasonableness for each part offered as determined by the Contracting Officer. PAST PERFORMANCE: Offeror?s pa st performance with Government/Commercial customers in the area of producing products like the LAMS will include demonstrated technical and schedule performance, responsiveness to contract requirements, and customer satisfaction with emphasis on recent and relevant experience. Past Performance will be rated: Low, Moderate, High, or Unknown, based on the relative risks associated with the Offeror?s likelihood of success in accomplishing this effort. Contract award will be made to the offeror whose proposa l represents the best overall value to the Government based on the Areas stated. To receive consideration for award, overall evaluations of not less than ?Acceptable? must be achieved in all Areas. An evaluation rating of ?Unacceptable? at the Area level w ill cause the entire Proposal to be evaluated as ?Unacceptable.? This is a best value acquisition. Offerors are cautioned that award may not necessarily be made to the lowest-priced offeror.
