NA This is a small business set-aside firm-fixed price service requirement. Salt-Water Aquarium Maintenance Services for the Pacific Regional Visitor Center, Fort DeRussy, Oahu, Hawaii. The Contractor shall furnish all necessary management, labor, supervision, materials, equipment, transportation, and any incidental services requi red to provide maintenance and repair services for a 480-gallon saltwater aquarium and its contents therein at the Pacific Regional Visitor Center (PRVC), Battery Randolph, Bldg 32, Kalia Road, Fort DeRussy, Hawaii. For the purpose of this contract, the co ntract period shall be from date of award through 30 September 2003 with one option year (1 October 2003 through 30 September 2004). The aquarium, installed decorations and equipment (e.g. tank, pumps, filtration media and equipment, lights, chiller, plumb ing and tubing) are and will remain the property of the U.S. Government. Equipment replaced or repaired under this contract shall become or remain, as appropriate, property of the U.S. Government. Prior to performance of this contract, a joint inventory o f the aquarium and related decorations and equipment shall be conducted between the Government Representative and the Contractor. During this inventory, a statement characterizing the condition of all inventoried items shall be made on the inventory docum entation. The aquarium water content shall be tested and chemically adjusted and analyzed not less than weekly. The Contractor shall ensure that water chemistry; salinity, plant life and other conditions are maintained in the aquarium environment as one suitable and conducive to a thriving population of salt-water fish. The Contractor shall clean the aquarium not less than weekly but more often if water chemistry, algae growth or other conditions warrant. Glass and cabinet surfaces shall be cleaned, free of fingerprints, water spills and other foreign matter. The Contractor shall maintain livestock in the aquarium with at least several different species, colors and sizes of fish that are suitably compatible with each other and which presents a colorful, ac tive and vibrant effect in the aquarium. The Contractor shall provide high quality frozen fish food (versus dry flake-type fish food), medications and supplemental nutrients to the Government with instructions on feeding requirements. The Government shall be responsible for feeding the Contractor-provided food according to the contractor?s instructions. The Contractor shall provide back-up aerating equipment for the RVC aquarium in the event of a sustained electrical power outage affecting the facility and shall provide any other reasonable emergency service to help sustain a healthy living environment in the aquarium for the aquatic animals. The Contractor shall be responsible for minor replacement, minor maintenance and minor repair of the aquarium and r elated decorative items and equipment including but not limited to pumps, plumbing and tubing, oxygenation equipment, light fixtures and bulbs, timers and electrical distribution equipment, water and chemicals. In the event that the contractor determines t hat any major replacement, major maintenance or repair to any aquarium component is required, the Government Representative shall be advised in writing with a specific identification of the equipment; specific definition of needed replacement, maintenance or repair and an itemized list of estimated costs to perform the action. Inasmuch as major replacements, major maintenance and major repair that is outside the scope of this contract, the Contractor shall not proceed with such actions without a separate pu rchase order or repair authorization from the Government Representative. Upon each visit the Contractor shall check-in with the desig nated Government Representative at the PRVC. The check-in procedure may include signing in and/or out of the facility in a logbook or visitation record. The Contractor shall communicate matters of business regarding this contract only with the Contracting Officer or with his or her representative. Service shall commence after the safety plan is accepted by a Government Representative and terminate on 30 September 2003. The Government reserves the right to exercise a consecutive one-year option period. The Contractor is required to contact the Government Representative at the PRVC, Phone No. 438-2815 prior to commencement of all maintenance services at the PRVC and upon completion upon all work covered under this contract. The Contractor shall be required to either provide the Government Representative a signed receipt of all services provided under this contract or sign a maintenance log with the Government Representative prior to departing the visitor center. The Contractor is required to submit an Accident Prevention Program Administration Plan (POD Form 248-R (Rev) 1 Mar 95, and an Activity Hazard Analysis (POD Form 184-R (Rev) 22 Apr 91), to the U.S. Army Corps of Engineers Safety & Occupational Health Officer or Representative for review and approval. Th e Contractor shall not perform work until the Accident Prevention Program Administration Plan and Activity Hazard Analysis have been reviewed and approved by the Government.
