Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; PROPOSA LS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is DADA10-03-R-0010 and is issued as a Request for Proposal (RFP). This solicitation documents and incorporates provisions and clauses in effect through Federal Acq uisition Circular 2001-09. This acquisition is 100% Set-Aside for the 8(a) program. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial, with addenda: paragraph (c) change 30 calendar days to 60 calendar d ays and paragraphs (h) and (i) of this provision do not apply. FAR 52.212-2, Evaluation-Commercial Items, with the following addenda: paragraph (a) is filled in with (1) Technical Capability to meet the Government Requirements; (2) Past Performance; and (3 ) Price. This will be a best value award. Technical and Past Performance, when combined, are more important than price. Price/Cost is not a numerically weighted factor and will receive less consideration than technical merit. In the award of this contract , the proposed price/cost will be evaluated on the basis of cost realism, which is defined as: The process of independently reviewing and evaluating specific elements of each Offeror?s proposed cost estimate to determine whether the estimated proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance and materials described in the Offeror?s technical proposal. Cost realism will be conducted t o determine if labor rates are reasonabale, the adequacy of fringe benefits, correctness of tax rates, reasonableness of G&A/overhead costs, and profit. Performance is anticip ated to start 1Jan2003 or upon contract award with one (1) base year and four (4) option years. The following Contract Line Items (CLINS) are applicable to this requirement.
