- NA The U.S. Medical Research and Materiel Command (USAMRMC) and the U.S. Army Garrison (USAG) are seeking sources that are capable and willing to provide printing/duplication services for the Command at Fort Detrick, MD. Interested sources are requested to pr ovide company information and price estimates for such services based on the information provided in this notice. The requested information will be used for PLANNING PURPOSES ONLY to determine the feasibility and cost efficiency of this action. THIS IS NOT A REQUEST FOR BIDS. 1. BACKGROUND: The USAMRMC and the USAG at Fort Detrick, MD, within the U.S. Army Medical Command has continuous requirements for printing/duplication of numerous types of required unclassified documents, but these document could be sensitive in nature. Some of the printing/duplication requirements may have a very short lead-time, due to shipping date restriction. The printing/duplication services are currently provided by the Defense Automated Printing Agency (DAPS), to include equ ipment and operator. These services are to be discontinued and replaced with a self-service machine provided by DAPS at the expense of USAMRMC and all Fort Detrick users. It is USAMRMC and Fort Detrick USAG's analysis that a manned printing/duplication s ervice is still required, if the printing/duplication is to be accomplished on Fort Detrick. DAPS has provided printing/duplication services to over thirty activities at Fort Detrick. It is the decision of USAMRMC and the Fort Detrick USAG to look at all sources to provide cost effective printing/duplication services. 2. The USAMRMC: Is responsible for management and policy of the Information functional areas of Automation, Telecommunications, Records Management, Printing and Publications, Visual Info rmation and Library Management. 3. The USAG at Fort Detrick: Is responsible to provide printing/duplication services for all activities on Fort Detrick using the most economical method. 4. Contract Requirements: The contractor is required to support the USAMRMC and Fort Detrick USAG using a continuing Contract Purchase Order and using a Time and Materiel costing for the normal time frame used for this type of contract. Contractor is required to supply all equipment and supplies to fulfill this SOW. T he Fort Detrick will provide office space for contractors provided equipment. 5. SCOPE OF WORK: Provide In-House (On Fort Detrick) Printing/Duplicating services of documents, within a 24-hour turnaround time if required. Provide primary operator and back-up operator for times when the primary is on leave of any type. Provide the pr inted/duplicated documents using Xerographic Type printing, two-sided and collated on 8 1/2 x 11, white 20-pound paper using black ink. Provide all printing/ duplicating equipment (minimum of 80 copies per minute) and accessories, maintenance for this equi pment and all supplies. Provide one printing/duplicating equipment operator five days a week, eight hours a day except on Army observed holidays. Any other special requirements (hole punched, binding, cutting, etc.) would be requested at the time of drop-o ff at the printing/duplicating location on Fort Detrick. The quantities of originals and the numbers of copies of each original that will be required are unpredictable. The last three years totals available from DAPS averaged approximately 3.15 million co pies per year. OR Provide off-post printing/duplicating services of documents within a 24-hour turnaround time frame if required. Provide the printed/duplicated documents using Xerographic Type printing, two-sided and collated on 8 1/2 x 11, white 20-poun d paper using black ink. Any other special requirements (hole punched, binding, etc.) would be provided at the time of pick-up from a central location by the contractor. The quantities of originals and the numbers of copies of each original that will be required are unpredictable. The last three years totals available from DAPS averaged approximately 3.15 million copies per year. The contractor will provide delivery and pick-up services of documents for printing/duplicating at a predetermined location and time on Fort Detrick twice daily, Monday through Friday except for holiday s. NOTE: Contractor personnel must have a favorable National Agency Check. Contractor personnel shall not be Foreign National.
