Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000); and (5) 13.5 Test Program For Certain Commercial Items. The Solicitation Number is 1435-04-03-RP-70010. The solicitation is issued as a Request For Proposal (RFP). The U.S. Department of Interior's GovWorks, as an agent on behalf of the U.S. Department of State, International Information Programs (IIP) bureau, is soliciting proposals for a contractor to sell advertising and to market and promote an Arabic language monthly magazine aimed at Arab youth. The target audience is 18-35 year olds in the Arab world. The magazine will address the whole Arab world, from North Africa through the Middle East. It will present topics of interest to young people through the lens of the commonalities between their society and ours. The magazine will reflect and cover American values, culture and lifestyle. The magazine will be sold on the newsstands in these countries: Lebanon, Syria, Jordan, Palestine, Israel, Kuwait, United Arab Emirates, Saudi Arabia, Bahrain, Qatar, Yemen, Egypt, Sudan, Tunisia, Morocco and Algeria. The location of the Printer will be in one of the following countries: Lebanon, UAE, Egypt, Saudi Arabia, Morocco or Tunisia. The magazine will be published, produced, printed, and distributed under separate contracts. The base year consists of four (4) prototype issues scheduled for March, April, May, and June 2003 of 64 pages each issue. 50,000 copies of the monthly prototype issues will be sold at newsstands in most Arab countries. The four (4) option years will consist of one (1) magazine of 64-68 pages each month with a minimum 50,000 copies scheduled per month. The contractor will report directly to the Arabic Magazine Project Manager, U.S. Department of State, International Information Programs (IIP) Bureau, in Washington, D.C. GovWorks is soliciting a Firm Fixed Price type contract with a base year (prototype issues) and four (4) option years. The cost for the base year shall not exceed $100,000. SCOPE OF WORK FOR BASE YEAR: A. ADVERTISING: The contractor shall (1) sell advertising both internationally and in the Arab world, for each of the four prototype issues; (2) set advertising rates for the magazine at competitive market rates as directed by the Project Manager; (3) adhere to advertising guidelines set by the Project Manager; (4) coordinate advertising placement, ad specifications and deadlines with the magazine publishing and production contractor as directed by the Project Manager. B. PROMOTION AND MARKETING: The contractor shall (1) prepare a promotional and marketing campaign for the launch and selling of the magazine. The campaign must be within budget and in two phases: pre-launch and launch (budget to be determined); (2) Implement and execute the promotion campaign on a regional basis in the countries of distribution listed above. The implementation of the promotion and marketing campaign will be through all available means including but not limited to print and broadcast media, internet, billboard, newsstands, car stickers and other creative promotional means and outlets; (3) develop a market-tested, effective promotional Arabic slogan(s) that fits well with the Arabic cultural magazine's mission to reach Arab youth between the ages of 18 and 35; (4) develop measuring tools that accurately determine the magazine's success in reaching a broad cross section of readership that includes both key opinion leaders and an expanding readership in the market areas; (5) provide ongoing analysis of campaign objectives that include raising awareness of the new magazine with both consumers and opinion leaders, attracting advertisers and content contributors. SCOPE OF WORK OF OPTION YEARS: For each of the four option years, the Contractor shall (i) secure advertising pages for each issue of the magazine as described for the base year; (ii) market and promote each issue of the magazine within the budget limitations and as directed by the Project Manager. HOW TO RESPOND: Offeror must submit a combined Capabilities Statement/Technical Proposal and a separate Firm Fixed Price proposal. The combined Capabilities Statement/Technical Proposal must not exceed twenty-five (25) pages. Do not include samples in the page count. The separate Firm Fixed Price proposal must not exceed three (3) pages. CAPABILITIES STATEMENT: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing a Capabilities Statement detailing: (1) your key personnel and organizational experience in advertising, marketing and promotion of high-quality monthly magazines of similar scope and content targeting foreign youth and/or Arab audiences; submit an organization chart and resumes with samples of work for key staff members; list name, address and telephone number of all company representatives who will be involved in this project; (2) past performance including specific references (provide contract number & project description, period of performance, dollar amount, client identification with the point of contact & telephone number) for previous work of this nature that your key personnel or organization are currently performing or have completed within the last three years; submit no more than five (5) samples of past high quality publications you have secured advertising for and promoted. References will be checked. TECHNICAL PROPOSAL: detail how you plan to approach the base year of the project and tasks; include basics of proposed advertising and promotion campaign, a time schedule indicating benchmarks; specify key personnel, their specific functions and reporting relationships; include a list - not to exceed three (3) pages - of potential regional and international advertisers; identify who will be the primary point of contact for this project. Describe how you will market, promote, and secure advertising for the magazine if each of the four option years is implemented. The Technical Proposal, excluding samples, must not exceed fifteen (15) pages. COST PROPOSAL: This will be a Firm Fixed Price type contract. The Cost Proposal must not exceed three (3) pages and must be a separate document from the Capabilities Statement/Technical Proposal. Separate the base year price from the optional four year tasks. Price each of the four optional years. EVALUATION OF PROPOSALS: the following factors are considered more important than price, and will be considered equal in importance: (1) recent experience with advertising and promotion for magazines targeting foreign youth and/or Arab audiences; (2) quality and efficacy of proposed advertising and promotion campaigns; (3) quality and depth of regional representation; (4) demonstrated ability to measure and analyze the success of this project and provide corrective suggestions where appropriate; (5) ability to sell advertising and set advertising rates for a project of this scope and complexity. Between proposals that are evaluated as substantially equal in quality, the price to the Government will be a major factor in selection for an award. The Government may not conduct negotiations so submit your best offer. The Government reserves the right to request an Oral Presentation by the Offeror. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
