Description
SOLICITATION NO. N68335-03-R-0019 AND ALL AMENDMENTS WILL NOT BE MAILED TO CONTRACTORS. The solicitation will appear on the NAVAIR homepage located at Http://www.navair.navy.mil/doing_business/open_soliciations/. The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to competitively contract for one (1) prototype Man Portable Electro-Optical Test System (MPETS). The Contractor shall develop, demonstrate, test and integrate a Man Portable Electro-Optical Test System (MPETS) test capability with NxTest and Reconfigurable Transportable Consolidated Automated Support System. The Contractor shall deliver one (1) prototype MPETS and required software as part of the development phase using ISO-9000 engineering practices. The unit shall meet the requirements of the MPETS specification. The contract will also include an option for one (1) pre-production unit to be used for First Article Testing (FAT) and an option for sixty (60) production units. The Contractor shall ensure the prototype MPETS hardware and software includes a Multi-Spectral Laser Source (1.064 mm, 1.54 mm, and 1.57 mm) and Measurement Capability (1.00 to 2.00 mm); a Scanning and Staring Array Measurement Capability (3.00 to 5.00 mm, 7.00-12.00 mm, Charged Coupled Device and Charge Integrated Device); Dynamic Target Generation for visible, Mid Wave Infrared (MWIR), and Long Wave Infrared (LWIR). System software shall provide for LASER/SENSOR Boresight, simultaneous multi-sensor boresight (FLIR/TV to laser), Range Testing, Self Test, Self Calibration, Analog and Digital Video Processing. System software shall utilize or plan for utilization of Interchangeable Virtual Instrument (IVI) EO drivers and standard test techniques developed by the IVI EO software working group. The Government intends to award a contract to the offeror whose proposal offers the best value to the Government, considering the factors of Technical, Past Performance and Price. All contractors seeking award must be registered in the Central Contractor Registration (CCR) Database. The solicitation will be issued/posted on the NAVAIR Website on or about 20 January 2003.
