Description
?Sources Sought Synopsis?. This is a sources sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Interested sources should provide a capabilities package no longer than 10 pages demonstrating ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to your company including Name, Point of Contact, Size of Business, and Company Profile. Include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort. The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communications Requirements Division (SCRD), Patuxent River, St. Inigoes, MD is seeking sources in the research, design, development, integration, installation, test and evaluation, fielding, analysis, maintenance, material procurements, training, and logistics support of Navy, Army, Air Force, Special Operations Forces, Joint Services, Federal Agencies, Counterdrug, and other agencies Communications-Electronics Advanced Technology (CEAT) systems. CEAT systems entail analog and digital, communications/telecommunication, voice, data, video (to include Video Teleconferencing (VTC), Distance Learning, and High Definition Television (HDTV)), imagery, information warfare, cyberwarfare, virtual labs, distributed processing, and neural and information network, systems, subsystems, and equipment. These systems are employed on various air, shore, manpack/handheld, transportable, boat, and vehicular platforms to support defense and agency forces operations network and information technology systems. The contract type is anticipated to be a Cost-Plus-Fixed Fee Term Contract, with an estimated total level of effort of 570,240 hours over a period of five years. The period of performance consists of one base year plus four option years with performance commencing approximately 01 August 2003, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 31 July 2008. The proposed contract will be subject to the Service Contract Act. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $23 million. This action is a follow-on to Contract N00421-99-C-1011, and the incumbent is Booz,Allen, Hamilton, Inc, 8283 Greensboro Drive, Mclean, VA 22102. Basis for award of the resultant contract will be best value to the Government, cost and non-cost factors considered. It is the Government?s intention to release the solicitation, including any subsequent amendments, via the Internet in Microsoft Word format, with attachments to be provided in Microsoft Word, Microsoft Excel, PowerPoint, and Portable Document Format (PDF). Eventual complete solicitation and related documents will also be made available on the NAVAIR Home Page at a later date.
