- This is a combined synopsis/solicitation for commercial items prepared IAW the format prescribed in sub-part 12.6 of the FAR, as supplemented with additional information included in this notice. FISC Det Phila. intends to acquire maintenance of audiovisual equipment in support of NAVICP, Mechanicsburg, PA. This procurement will be solicited on a full and open competitive basis, using FAR Subpart 13.5 test program procedures. This announcement constitutes the solicitation for the required supplies/services. Quotes are hereby requested under N00140-03-Q-0622. A SUBSEQUENT SOLICITATION WILL NOT BE ISSUED. The provisions and clauses incorporated into this solicitation document are those in effect through FAC 01-10. Quotes will be evaluated based on price and technical material submitted showing compliance with the following specifications: Provide maintenance service and technical support to Auditorium, Forum, ECR and Editing Suite. Specifically included are:a.Staffing and operation of a Maintenance and Technical Assistance Center, including a Help Desk, b.On-site preventive and corrective maintenance of CPE, including minor, routine, and emergency repairs, Provide preventive maintenance three (3) times a year.The contractor shall furnish all personnel, materials, facilities and services required to provide video equipment maintenance, audio equipment and technical services in accordance with this SOW. The contractor shall support the maintenance for the following rooms located at NSA, Mechanicsburg, Pa: Building 309 Auditorium Building 311 Executive Council Room Building 14 Special Events Forum Editing Suite Located in Building 311-1 The Contractor shall operate and maintain a Video / Audio Maintenance and Technical Assistance Center. This center is responsible for overall coordination and management of all Video / Audio Maintenance Services. There is a requirement for a 2 hr response by phone and an 8 hr site response. This function shall provide 12 hours a day, 5 days a week support, between 0700 and 1900 Eastern Standard Time and shall provide a 1-800 toll free number to assist all NAVICP-M sites that supports simultaneous multi line calls. The contractor shall maintain all facilities, equipment, parts and personnel required for preventing and correcting deficiencies of all NAVICP-M systems. The contractor shall be responsible for shipment and return of all equipment and spares required for performing preventive and corrective maintenance. The contractor shall provide preventive maintenance three (3) times a year at all NAVICP-M video / audio sites. The contractor will have 8 hrs to complete this work. Award of a firm fixed price contract is anticipated. Resultant order will be for a 9 month base period of performance with 4 one-year option provisions. The period of performance for the base period and each option are as follows: BASE: 01 January 03 through 30 Sep 03; OPTION I: 01 Oct 03 through 30 Sep 04. OPTION II: 01 Oct 04 through 30 Sep 05. OPTION III: 01 Oct 05 through 30 Sep 06. OPTION IV: 01 Oct 06 through 30 Sep 07. The Schedule of Services is as follows: Offerors shall provide a unit price and extended price for each CLIN. Lot I ? Base Period includes: CLIN 0001 for Maintenance of the Audiovisual equipment listed herein, QTY: 09, UNIT: MO and Lot II ? First Option Period includes CLIN 0002, QTY: 12, UNIT: MO Lot III ? Second Option Period includes CLIN 0003 that is identical to 0002. Lot IV ? Third Option Period includes CLIN 0004 that is identical to 0002. Lot V ? Fourth Option Period includes CLIN 0005 that is identical to 0002. The NAICS is 811211 with a size standard of $6M. This requirement is set aside 100% for small business firms. Offerors shall certify their small business size status. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 "Instructions to Offerors-Commercial Items"; FAR 52.212-3 "Offeror Representations and Certifications-Commercial Items"; FAR 52.212-4 "Contract Terms and Conditions-Commercial Items"; FAR 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" (a)(1) and (2) and (b) (5)(9)(11)(12)(13)(14)(15)(16) and (e)(1)thru(4). The following Defense Far Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: DFARS 252.212-7000 "Offeror Representations and Certifications-Commercial Items," and DFARS 252.212.7001 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial items." As a minimum, vendors provide this office: a signed price quote, for the requested item w/unit price and extended price, prompt payment terms, remittance address, and copies of FAR 52.212-3 and DFARS 252.212-7000. Offerors will be evaluated using 52.212-2. DFAR 252.204-7001 Commercial and Government Entity (CAGE) Code, DFAR 252.204-7004 Required Central Contractor Registration and past performance information and prices. Past Performance and Price portions are explained in greater detail below.. The Government has the unilateral right to exercise the option periods listed above provided that the Government notifies the contractor of the Government?s intent to exercise the option within 30 days prior to the expiration of the current period of performance. Offers will be evaluated using Past performance and price with past performance being more important than price. The offeror should describe its past performance on similar contracts it has held within the last five (5) years which are similar to the specifications set forth above. The offeror should provide the following information regarding its past performance: 1)contract number; 2)name and phone number of a point of contact for which the contract was performed; 3)dollar value of the contract; and 4) detailed description of the work performed; AND b. Price: the offeror shall submit a unit price and extended price for the requested CLINs for the base period and all subsequent option periods. The Government intends to make award under this requirement to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and past performance considered. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. For solicitations issued after 31 March 1998, DOD will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) database. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions.
