Description
The contractor shall deliver 550 tons of iron metal aggregate to East Helena, Montana around April 30, 2003. The iron aggregate shall be capable of removing dissolved arsenite at a surface-area normalized rate of greater than 1 mL per meter squared per hour. The total arsenic sorption capacity of the material shall exceed 7 milligram of arsenic per gram of iron. The iron aggregate shall be sized to -8 and +40 mesh. This procurement will be processed using full and open competition under authority of FAR Part 13 using an on-line reverse auction to be facilitated by a third-party, FedBid.com. Any firm believing itself capable of meeting the abovementioned requirements may submit a quote to the US EPA using the online exchange located at www.FedBid.com. The auction will be conducted on a competitive best value basis. The best value to the Government will be evaluated using price and other factors and will ultimately be determined offline. Offerors will submit a series of quotes that descend in price during the specified period of time. There is no cost to register, review procurement data, or make an offer on line for this requirement. Offerors not currently registered to use FedBid.com should proceed to http://www.fedbid.com/selectvendor.jsp to complete their free registration. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on November 27, 2002 and end on December 12, 2002 at 12:00 PM (noon) EST. The applicable NAICS code is 212210. An award will be made by December 17, 2002.
