- NAICS Code: 334516 The previous notice of intent to issue this RFQ on a sole source basis is hereby amended to announce EPA's intent to issue the RFQ on a full and open competitive basis. The text is as follows: The U. S. Environmental Protection Agency (EPA), requires an Automated Analytical Wet Chemistry System. This requirement for the Office of Research and Development, National Risk Management Research Laboratory (NRMRL) will be utilized for nutrients and other TMDL related analytes in water, seawater, soil and sediment extracts. This wet chemistry nutrient analysis system shall be a fully computer automated, portable system that performs analyses on discrete samples. The system shall provide automated sample analysis, blanking, standard preparation, spiking, dilution, data collection and analysis. Using discrete sample analysis and software driven automation, the system shall automatically change over methods, do standard preparation, sample dilution and spikes within the course of an automated run. The system shall be capable of unattended operation throughout the run and unattended shutdown at the end of a run. The computer software system shall allow for user modification of methods and method development for new or novel analysis methods. The discrete automated analytical wet chemistry system shall provide true sample blanking to avoid matrix interference and sufficient blank washing to prevent sample carryover between samples of varying concentration. The Request For Quotation (RFQ) will be issued on a fully open and competitive basis. It is anticipated that a RFQ will be issued on or about December 12, 2002. To receive a copy of the RFQ, interested firms must submit a written request via fax or e-mail to the POC. Requests must include a complete mailing address, phone and fax number. This acquisition is being processed under FAR Part 12, Acquisition of Commercial Items. A firm, fixed price purchase order will be issued to the quoter whose quotation represents the lowest priced technically acceptable quotation. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is December 31, 2002.
