Description
General Services Administration (GSA) is seeking expressions of interest from fee title owners, or their duly authorized representatives, willing to give GSA an assignable option to purchase a site, or an assemblage of properties for a future lease construction project. This expression of interest is for the SITE only. GSA intends to acquire an assignable site option and then solicit bids for a build-to-suit lease on behalf of the National Oceanic and Atmospheric Administration (NOAA). The property owner must agree to convey title to the successful offeror of the lease procurement via the assignable option. The current property owner may compete in the lease procurement. All interested parties should address the following and forward their expressions of interest to the address listed below by September 20, 2002. A minimum site area of seven and one-half (7 1/2) acres proximate to public transportation and an academic/research institution is required in the following delineated area: WEST: MD Route 650 (New Hampshire Avenue) SOUTH: Washington, DC City limits EAST: Bladensburg Road to MD Route 450 (Annapolis Road) to MD Route 564 NORTH: Springfield Road west to Beaver Dam Road to south on Edmonston Road and west on Sunnyside Avenue to south on MD Route 1 (Baltimore Avenue) to west on Interstate 495 REQUIREMENT: The site must be properly zoned for a commercial office facility of approximately 275,000 renatble square feet. In support of GSA's Brownfield Initiative, we will consider abandined, idled, or underused commercial sites where redevelopment is complicated by real or pereceived environmental contamination. The owner shall provide any existing environmental information available for the site. In addition, teh owner shall advise if there are any known archaeological resources on or near the site. In compliance with the National Historic Preservation Act and Executive Order 13006, when operationally appropriate and economically prudent, the Government will consider historic buildings and sites within historic districts. Demolition of historic buildings in anticipation of Government use may disqualify an offeror from consideration. Additional information is avialable from the Regional Historic Preservation Officer, Public Buildings Service, Portfolio Management, 301 7th Street SW, Room 7600, Washington, DC 20407. OTHER REQUIREMENTS: 1. Site ownership must present full and clear title that does not contain any encumbrances unacceptable to the Government. 2. Full disclosure of any hazardous wastes or toxic materials on the site must be communicated to the Government in writing. 3. Appropriate utility service and road access must presently exist or must be presently approved or planned by the appropriate jurisdiction(s) OWNERS AND AUTHORIZED AGENTS: Interested parties desiring to submit sites should submit in writing, to the individual named below.
