- THIS ANNOUNCEMENT SUPERSEDES THE PREVIOUS SYNOPSIS: See numbered notes 9 and 26. DESC: Personal, Small Arms Protective Insert (SAPI), NSN: 8470-01-497-8701, 8709, 8710, 8712, and 8714. Specification: CO/PD 00-03B. Destination: (W25G1U)- Defense Depot New Cumberland, PA. This is an indefinite delivery-type contract. Base Year Quantity: 30,000 minimum/100,000 maximum. There will be three term-year options with the following quantities each option term: 30,000 minimum/100,000 maximum. This is a presolicitation synopsis. The actual RFP, with information and specifications, will be available on the Gateway after December 18, 2002. Please note that all dates are estimated. It is the Government's intent to make multiple awards. One lot will be a total small business set-aside representing 50% of the total award. The other 50% will be unrestricted. All materials used in the fabrication are to be furnished by the successful offeror. This will be a best value procurement with the following evaluation factors: (1) Product Demonstration Model, (2) Experience/Past Performance, (3) Surge Capacity, (4) DLA Mentoring Business Agreements, (5) Socioeconomic Considerations, and (6) Javits-Wagner-O'Day Act Entity Proposal. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at http://progate.daps.mil/home after (December 18, 2002). Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment) impose restrictions on the DoD acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
