- R799 - Regional SABIT Coordinator - Services for a Regional SABIT Coordinator in Kiev, Ukraine and be responsible for activities in the countries of Ukraine, Belarus, Moldova, Georgia, Armenia, and Azerbaijan. Services to be performed at the U.S. Embassy, Commercial Section, Kiev, Ukraine. Note: Position subject to availability of funds. Services will begin on or about January 1, 2003 and last 12 months. The Recruiter shall implement the Training Programs as follows: Primary contact in Ukraine, Moldova, Belarus and the Caucasus for the SABIT Director, based in Washington, DC and for American and Eurasian organizations interested in the SABIT Program. Responsible for marketing the SABIT program in Ukraine, Moldova, Belarus, and the Caucasus. Responsible for traveling throughout the designated countries, identifying appropriate organizations, and qualified candidates for the programs. Works with one full-time employee. The Coordinator establishes tasks on a daily basis in order to ensure the smooth operation of the program and to meet the requirements of the SABIT Washington office. Briefs Ambassadors and other Embassy officials in designated countries on the status of the program. Provides officers with frequent updates on program policies, program sessions, recruitment process, and selected participants. Provides Senior Commercial Officer in Kyiv and SABIT Director in Washington with quarterly SABIT highlights and weekly reports on the program at staff meetings. Provides information to all interested parties about the SABIT program; facilitating contacts with members of the education, government and business communities. Reviews SABIT applications for completeness, and forwards all complete applications to SABIT Washington. Interviews applicants selected by SABIT Washington in either Russian or English, as appropriate, and forwards detailed interview notes to appropriate SABIT Washington program officer. Coordinates pre-departure briefings as necessary for specified program groups. Responsible for ensuring that SABIT participants fully understand program policies and travel arrangements. Coordinates with consular sections to make sure visas are complete prior to an intern's departures. Coordinates with SCO on visa waivers. Tracks SABIT Kyiv budget, including ICASS costs associated with the office, along with the FCS/Kyiv financial officer and the SABIT Budget Officer in Washington. Communicates daily with SABIT Washington office regarding program issues, status of candidates, applicants, and sponsors. Reports on the outcome of tasks assigned by Washington. Updates Washington on changes in regulations and procedures such as but not limited to passports and visas. Develops and oversees follow-on activities such as follow-on training, seminars, and opportunities to network with fellow alumni, other USG programs, educational and governmental leaders. Conducts and prepares a written summary of a minimum of 16 intern debriefings in person or by telephone per month. Questions posed and results of interviews should relate to SABIT's performance measures for the region. Conducts a minimum of 12 site visits to alumni places of work to provide updates on alumni activities. Maintains up to date addresses and telephone numbers of SABIT alumni in SABIT's database, "BIGMAC", informs SABIT Washington and U.S. Embassies in the region on SABIT success stories. Regularly develops and updates a strategy with the Commercial Service to identify areas of cooperation and coordination including follow-on activities, contact information, and joint successes. Assists the SABIT Director in monitoring the assistant coordinator's performance to ensure that it is in compliance with the performance plan. Develops annual marketing and recruiting strategy for appropriate countries. Implements approved marketing strategy to appropriate individuals, organizations, and associations Participates in and plans alumni events. Monitors contractors performing alumni events or training. Ensure that SABIT alumni fill out update forms. Assists SABIT Program with success story collection and database entry and updating. Background: The Special American Business Internship Training Program (SABIT) is a priority program of the Department of Commerce that supports economic restructuring in Ukraine and the New Independent States through individual and group training programs. With staffs in both the NIS and the U.S., SABIT places mid-to senior level managers, scientists and engineers from the NIS in internships with U.S. businesses and organizations. The internships focus on business fundamentals necessary to transform their organizations into viable, market-driven companies. The incumbent works in Kyiv and is provided technical direction by the SABIT program director in Washington, DC and the Senior Commercial Officer in Kyiv. The position requires a number of marketing, liaison, and organizational duties in support of the SABIT program. Availability to travel within Ukraine, Moldova, Belarus, and the Caucasus will be a consideration in selection. Basic Qualification Requirements for the Program Coordinator: 1. Knowledge of history, government, demographics, and politics of the former Soviet Union. 2. Ability to communicate proficiently, both orally and in writing, in Russian. 3. Ability to perform liaison functions among various organizations involved in the programs. 4. Strong organizational skills, in particular, ability to organize, plan and coordinate logistics including visas, interviews, and pre-departure orientations for groups of participants. 5. Strong administrative skills. 6. Strong intercultural communications skills. 7. Strong public speaking ability. 8. Ability to interview and assess candidate viability based on SABIT requirements 9. Ability to assess and write up program results via alumni interviews and events 10. Strong writing skills. 11. Willingness to travel throughout Ukraine, Belarus, Moldova, Georgia, Azerbaijan, and Armenia. 12. Understand the differences between NIS and US educational, business and cultural environments 13. Experience in project management, business administration or training and development preferred. 14. U.S. citizenship required. 15. Fluent English required. Basis of Evaluation: Applicants who meet the Basic Qualification Requirements above will be further evaluated based on their experience, education and training shown on their application as it relates to the quality ranking factors listed below. Quality Ranking Factors: 1. Experience working with technical assistance, training, or exchange programs for the former Soviet Union. 2. Proficiency in Russian, both oral and written. 3. Demonstrated past performance that depicts experience in performing similar contracts or similar work. Please indicate at least three references to support the above. References should include: Company or Contractor Name, Contract number, dollar value, period of performance and narrative of services performed. 4. Experience in the following fields: business, economic development, training and exchanges 5. Previous experience working in Ukraine or other country of the former Soviet Union. 6. Ability to work with an assistant coordinator 7. Familiar with web-site management. 8. Knowledge of QuattroPro, Excel, WordPerfect. Evaluation of Quotation: Quotations will be evaluated on a "best value basis", giving due consideration to price, approach, and past performance. Quality of the approach and past performance are considered to be more important than price. However, the closer the quotations are in terms of quality of approach, the more important price will become. Be sure to carefully address all elements in the RFQ so that your quotation can be fully evaluated. GOVERNMENT RESPONSIBILITIES The U.S. Department of Commerce, International Trade Administration shall provide the service provider with a desk, office supplies, a computer, telephone, and fax capabilities. Desired Qualifications: Four-year college degree in economics, business or international development; master's degree preferred or equivalent work experience in a transitioning economy Economic development, training or business experience in a country of the former Soviet Union U.S. Citizenship required. Reporting Criteria and Payment Schedule: Recruiter is to provide reports of activities and accomplishments on a schedule to be determined after contract amount has been negotiated. Payments will be made upon receipt and approval of these progress reports. All qualified candidates must submit documentation that they possess the skills documented, the government reserves the right to conduct oral presentations of all qualified offerors as well as a writing sample.
