- The National Institute of Standards and Technology (NIST), Institute for Telecommunication Sciences (ITS) requires an Uncompressed High Definition (HD) Video Disk Recorder with the following specifications: 1. HD SMPTE 292M Input and Output - Must record and playback in uncompressed format High Definition (HD) video transported according to SMPTE 292M. As a minimum, must be compatible with the 720p (1280 x 720), 1080i (1920 x 1080), 1080p(24/30), and 1080sf YCbCr formats and be able to capture and playback these formats with 10 bits of accuracy on each component signal. Preferable, the recording and playback accuracy will be user selectable (8 or 10 bits). 2. SD SMPTE 259M Input and Output - Must record and playback in uncompressed format Standard Definition (SD) video transported according to SMPTE 259M. As a minimum, must be compatible with the YCbCr format and be able to capture and playback 10 bits of accuracy on each component signal. Preferable, the recording and playback accuracy will be user selectable (8 or 10 bits). 3. AES/EBU Digital Audio Input and Output - Must record and playback in uncompressed format at least 8 channels of AES/EBU digital audio bitstreams (48 KHz, 24 bits) synchronously with the HD and SD video bitstreams specified in items 1 and 2 above. All audio inputs and outputs must utilize the XLR connectors. 4. Storage Capacity - A minimum of 2 hours of uncompressed storage for the 1080i HD format with accompanying 8 channels of AES/EBU audio (item 3). 5. Other Video Inputs and Outputs - HD and SD genlock/synch reference input, reference output, analog HD component and/or XVGA/UVGA monitor output. 6. Time code Input and Output - Longitudinal time code (LTC) on XLR connectors. 7. Two RS422 interfaces (DB-9 connectors) with video tape recorder (VTR) edit control and emulation capability. Edit control hardware and software must be compatible with Panasonic D5 VTRs and be frame accurate. 8. Gigabit Ethernet with fiber-optic dual SC interface - Must include software to transfer SD and HD video frames and audio to/from UNIX and Windows workstations via the Gigabit Ethernet interface. 9. Other Software and/or Hardware - In addition to edit control (item 7) and Gigabit Ethernet (item 8), software and/or hardware to perform the following functions must be included: digital color space conversion, frame repetition, format conversion software for converting stored uncompressed files on hard disk to/from other commonly used audio and video file formats (Abekas, SGI, TIF, TGA, AIFF, WAV, AVI, etc.), clip management and partitioning, playback management and control, mixer to combine input video signal and stored data to output video signal, 3:2 pull down insertion and removal for real-time play and record, graphical user interface (GUI) for controlling the above functions. 10. Form factor - 19 inch rack mount, 120 VAC. 11. Warranty - At least 1 year on all hardware and software. Delivery shall be 30 days after receipt of order. It is not the intent of the Government to issue a separate solicitation for this requirement. Interested sources proposing to supply these items must submit a written qualification statement by fax, clearly establishing capability to meet the above requirements. Faxed quotes are acceptable and should be sent to 303-497-3163. Quotes are required by December 23, 2002. No separate solicitation will be issued. The award decision will be based upon the best value to the Government, with technical merit being more important than price.
