- The Statistical Standard Program (SSP) within the Office of Deputy Commissioner (ODC) of the National Center for Education Statistics (NCES) of the U.S. Department of Education (ED) has a need for a contractor to perform periodic on-site inspections of selected NCES licensee sites where researchers have licensing agreements with NCES to access to NCES Restricted-Use data files, to maintain and update the License Documentation System, to perform Data Inspection technical assistance, and to maintain and update the Restricted-Use Data Procedures Manual that is posted on the NCES Website. The tasks will include: 1. Conducting regular, randomly scheduled, unannounced data security and compliance inspections annually at one hundred (100) sites where NCES databases, containing individually identifiable information, are located. 2. Prior to the inspection of a site the contractor shall obtain approval of the site selection from the ED/NCES/Data Security Officer. 3. Review and determine whether all security procedures as prescribed in the NCES "Restricted-Use Data Procedures Manual" have been implemented or honored by the licensee. 4. The inspector shall use a computer assisted interview and site inspection form to conduct the inspection, and will electronically transmit each inspection report to ED. 5. Review and verify data handling procedures; that is, that all persons having access to restricted use data have executed oaths of non-disclosure, and that any exceptions are noted. Evidence of compliance or violation of the terms of the licensing and security procedures shall be forwarded to the ED Data Security. 6. When needed by ED, the contractor shall assist in the retrieval of data from sensitive data holders and/or the location originally issued the sensitive data. 7. Communicate with licensee about results of site inspection. 8. Bear the responsibility for securing the safety of all data during transportation to and from a site holding data under an agreement with NCES. Deliverables: Attached is the Draft Statement of Work, with details on deliverables and tasks. Submit questions or comments on the Draft Statement of Work by December 16, 2002.
