- ************THIS PROCUREMENT ACTION IS BEING CANCELLED************ UNTIL FURTHUR NOTICE FROM THE TSA OFFICE OF ACQUISITION, CONTRACTORS SHOULD NOT SUBMIT QUOTES OR PRODUCT SAMPLES. DUE TO LOGISTIC CONCERNS IN ASSOCIATION WITH TSA'S MOVE TO THE NEWLY-CREATED DEPARTMENT OF HOMELAND SECURITY, THIS REQUIREMENT CANNOT PROCEED AS PLANNED IN THIS SOLICITATION. This is a combined synopsis/solicitation for commercial items prepared in accordance with the special authority granted to TSA by the Aviation & Transportation Security Act, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, DTSA20-03-Q-00613 is issued as a Request for Quotation (RFQ). This solicitation is set aside for small business concerns. The associated NAICS code is 332812 and the small business size standard is $6 Million. The LINE ITEM is as follows: 0001 - Law Enforcement Officer Badge, QTY = 7504 EACH. This project shall provide badges for law enforcement personnel who need to properly display law enforcement identification on inspections, investigations and other security-related occasions. The Contractor shall provide products in accordance with the following commercial specifications. Technical Specifications Intent: It is the intent of these specifications to provide badges that will be suitable for use by the U. S. Department of Transportation (DOT), Transportation Security Administration (TSA). The items offered should be newly manufactured in the United States of America and conform to the following or attached specifications and drawing. These specifications should be construed as minimum requirements. Should the manufacturer's current published data or specifications exceed these, then those specifications shall be considered as minimum requirements and be furnished by the Contractor. AT THE TIME THE QUOTATION IS SUBMITTED ALL VENDORS MUST SUPPLY TWO (2) PROTOTYPES/SAMPLES OF THE BADGE DEFINED IN THESE SPECIFICATIONS FOR TSA APPROVAL. THESE PROTOTYPES WILL BECOME THE PROPERTY OF THE TRANSPORTATION SECURITY ADMINISTRATION. VENDORS MUST SUPPLY ALL ITEMS LISTED ON THIS SOLICITATION TO QUALIFY. THE GOVERNMENT SHALL PROVIDE THE CONTRACTOR WITH ELECTRONIC VERSIONS OF THE TSA LOGO AND DETAILED PICTURES FOR HOW THE BADGE SHOULD LOOK UPON WRITTEN REQUEST TO THE CONTRACTING OFFICER. Specifications: The Contractor shall provide products in accordance with the following commercial specifications: 0001 - Badges General a. Design and Construction: The overall design shall consist of a minimum of three pieces and shall be in conformance with the approved technical renderings provided by TSA. The shield shall be shaped with a surmounted eagle over the initials: 'US'; the TSA Seal shall be centered on the shield; a ribbon panel containing the rank/title of the bearer shall be centered immediately below the TSA Seal. The ribbon panels will vary to accommodate the rank/title of the bearer, i.e.: 'Special Agent'; 'Federal Security Director'; 'Deputy Federal Security Director'; 'Assistant Federal Security Director'; 'Federal Air Marshal'; 'Inspector', et al.; a smooth surface at the bottom tip of the badge will be sized to accommodate a five (5) digit engraved number. This numbering scheme shall be provided by the Government. The height of the badge shall be 3.00 inches and 2.10 inches at its widest point. The badge back shall be constructed of 12-gauge metal with a minimum thickness of .080 inches. The TSA Seal and bottom ribbon shall be constructed of 16 gauge metal with a minimum thickness of .050 inches. The gold metal shall consist of 88.5 % copper, 2.0% tin, 9.5% zinc, shall have a machine ability rating of 30, a tensile strength of 45-92 ksi, and a yield strength of 18-76 ksi. All badge components shall be die struck, uniformly domed where applicable, and without extraneous tool marks. All detail shall be sharp, well defined, free from flashing, and burrs. All edges shall be smooth, uniform, and without excess material. The badge back shall be solid and a shell back type will not be acceptable. The contractor shall be responsible for affixing the TSA Seal onto each badge by suitable means to allow its removal and replacement while providing adequate adhesion to withstand normal wear and tear. Two types of attachments shall be used for the badges. The first type of attachment shall be wallet-clips. The second type of attachment shall be joint, pin, and catch, consisting of a shepherd?s crook pin (2.5 inches in length, .072 inches in diameter), a large roller type catch, and a joint with an escutcheon pin. The escutcheon pin shall be solid brass and all other attachments shall be made of nickel. These attachments shall be fixed to the reverse side of the badges using a silver solder with at least 24% silver content and a melting point of approximately 1250 to 1400 degrees Fahrenheit. b. Lettering and Numerals: The letters contained on the rank ribbon shall be block font. During production, various rank/title ribbons may be required and will be defined. The numbers on the bottom panel shall also be block font. The 'US' and all lettering on the TSA Logo shall be in conformance with the technical renderings. All lettering and numerals shall be clean cut, distinct, equally spaced, and in absolute alignment. c. Enamel: Hard fired cloisonn? jewelers enamel shall be used to fill all letters and any numerals. The enamel must fill all areas and must be flush with the metal. Holes, pitting, imperfections, or plastic enamel are not acceptable. The enamel color for the rank ribbon and number panel shall be royal blue or number 1693 as supplied by Thompson Enamel or equal material. The TSA Logo colors shall be consistent with the technical artwork. d. Plating, Finish, & Metal Color: The badge shall not be plated. All badges shall be a homogeneous gold and the same metal color shall permeate throughout the badge material. The front finish on the badge shall be highly polished and the badge back surface shall be completed with a scratch or satin finish. All badges are to be coated with baked clear thermal acrylic of at least 1.5 mils thick. The acrylic coating must not change color with age, must be chemical resistant, abrasive resistant, and have durable qualities to protect the badge from environmental elements. The hardness of the acrylic surface must be at least six (6) on the hardness scale. No air-dried lacquers will be allowed. e. Badge Back Data: The manufacturer shall stamp or engrave the firm name or identifying mark, a month and year code, and made in the USA, on the back of all badges. The same date code will be used on an entire lot of badges regardless of whether or not the production process extends into another year. When specified, badges will be engraved with the badge number on the reverse of the badge. This engraved number will not require enamel filling. f. Security Feature: All badges will contain a unique security identifier that will not be visible to the naked eye and shall be used to verify the validity of each badge. Location and associated detail of the security identifier on the badge will be agreed upon after award of the contract. g. Environmental Testing: Before the final award has been made, a sample badge must be submitted for environmental testing. The sample badge shall be submitted at no cost and will become the property of the Federal Government. This testing shall be considered destructive. h. Packaging: All badges will be packaged in individual zip lock plastic bags. Each bag will consist of badge and a card that outlines warranty and badge care information. Badges shall be boxed in groups of 150 units. The range of badge numbers enclosed in each box shall be noted on the outside of the box. i. Die Ownership: The dies used to manufacture the badges will become the property of TSA. TSA will maintain custody and provide the dies to the manufacturer for production orders and routine die and pattern maintenance as required. The contractor shall take direction from Mr. Kent Jefferies, Contracting Officer Representative, at 703-245-3180 to schedule all deliveries. Delivery shall be made no later than sixty (60) days after date of award by F.O.B. Destination to the Department of Transportation at the following address: U.S. Department of Transportation, Transportation Security Administration, 301 7th Street, SW, Washington, D.C. 20407. THE CONTRACTOR SHALL CONTACT THE TSA CONTRACTING OFFICER TO OBTAIN A COPY OF THE COMMERCIAL PROVISIONS INCLUDED IN THIS SOLICITATION. This effort shall result in a firm-fixed price (FFP) purchase order for supplies. In addition to the quotation, the contractor shall submit two (2) completed product sample badges with the affixed TSA logo for review by the Government by the indicated date that offers are due. THIS RFQ WILL RESULT IN A SINGLE AWARD BASED ON BEST-VALUE TO THE GOVERNMENT. All respective quotes shall be evaluated according to the following criteria: The Government shall evaluate quotations based on 1.) Approval of contractor?s product sample, 2.) Price, and 3.) Delivery/availability. OFFERS ARE DUE BY CLOSE OF BUSINESS (5:00 P.M.) ON DECEMBER 18, 2002. CONTRACTORS SHOULD MAIL THE QUOTATION, REPRESENTATIONS AND CERTIFICATIONS AS REQUIRED BY COMMERCIAL PROVISIONS (SEE ABOVE ?
