- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is restricted to 100% small business concerns: Aircraft Lavatory Waste Transport and Disposal Services at Lackland AFB, (LAFB) TX (Kelley Annex). Services required include labor management services for removal, transportation, and disposal of waste from aircraft lavatories. The requirement is for 24 hours, seven days per week on-call services for three months duration (01 Jan 03 ? 31 Mar 03). The number of aircraft involved averages sixteen (16) per month. The contractor shall collect waste from Government aircraft upon arrival at Lackland AFB, (Kelly Annex). The waste shall be transported to a permitted facility in accordance with the Texas Natural Resource Conservation Commission (TNRCC) regulations found under Title 30,Texas Administrative Code (TAC) Chapter 312; and San Antonio Municipal Code (SAMC), Chapter 34, Article V. The contractor shall complete all manifests or similar tracking documentation for signature, coordinating with the Environmental Flight, 37 CES/CEV. The contractor shall provide a copy of the original signed manifest and the final manifest signed by the disposal facility to the Environmental Flight. The contractor shall respond only to calls received from the Base Operations Support. If contractor responds to other than calls from the Base Operations Support then no payment will be due contractor. The contractor will provide a price for transportation costs and disposal costs. If the Base Operations Support calls the contractor and upon arrival service is no longer required, the contractor shall be reimbursed for transportation costs only. The contractor shall be responsible for containerization/clean up and disposal of any waste spilled, on base or off base, during the performance of services. All spill incidents will be reported to the Environmental Flight immediately. The contractor shall comply with transporter requirements in Title 30, TAC, Ch. 312; and SAMC 34, Article V. The contractor shall comply with the requirements in the Lackland AFB Facility Response Plan (Spill Plan), Lackland Air Force Base Storm Water Pollution Prevention Plan, and Lackland AFB Hazardous Waste Management Plan. The contractor shall not exceed three days storage for waste pumped from aircraft as required by LAFB Hazardous Waste Management Plan. The contractor shall not mix incompatible wastes or waste not accepted by the disposal facility when servicing aircraft at Kelly Annex. Significant discrepancies are subject to enforcement action by the TNRCC. The contractor shall resolve a discrepancy issue in writing to the TNRCC within 15 days. This letter must adequately explain the cause of the error, and include efforts being taken to resolve the issue. The contractor shall provide timely copies of these letters notifying the contracting officer and the LAFB Environmental Flight, 37 CES/CEV. The contractor shall pay all fees associated with the transportation and disposal of waste as assessed by the TNRCC and the disposal facility as specified in Title 30, TAC, Ch.312 and SAMC 34, Article V. The contractor shall comply with all reporting requirements associated with the management, transportation, and disposal of waste, including but not limited to the submission of the Annual Waste Summary Report to the TNRCC within the reporting timeframes. The contractor shall submit a copy of the report to the Environmental Flight. All additional fees, fines, due to deficiencies in the management of the waste, missing/late reports to the regulatory agencies, inadequate documentation of the waste, shall be the responsibility of the contractor at no additional cost to the Government. Deficiencies shall be corrected and notified to the Environmental Flight immediately. Records must be readily accessible and maintained by the contractor for at least five years. The contractor shall provide one (1) human waste truck. The human waste truck shall comply with TNRCC, Texas Department of Transportation, and San Antonio Water Service requirements. Truck must be roadworthy for public roads. It must also be properly insured in accordance with (IAW) federal, state, and local ordinances with regard to the waste being transported. Truck must display vehicle registration stickers, TNRCC-assigned transporter registration number, which must be permanently affixed in two-inch block letters that can be clearly identified from 50 feet, company name and telephone number. The owner must remove all stickers if the registration is canceled or the vehicle is no longer under the control of the registrant. Vehicle must abide by all relevant health codes and must be maintained to prevent leakage. The contractor shall not mix incompatible wastes (grease trap waste and domestic septage, for example) unless the disposal facility accepts waste in that form. Contractors and their vehicles are subject to inspection by the TNRCC at any time. If a vehicle fails an inspection, the vehicle transportation sticker and transporter number must be removed. This vehicle will not be allowed to transport waste until it passes the standard of these regulations upon re-inspection. The contractor is responsible for maintenance of SAWS record keeping tickets. The tickets have five parts, which are distributed as follows: one copy goes to the generator at the time of pickup, one copy goes to the disposal facility operator, one copy goes to the local authority if needed, one copy is for the contractor to keep on file, and the final copy must be sent back to the generator of the waste within 15 days. The contractor must maintain trip tickets for at least five years in a readily accessible centralized location. Trip ticket amounts are tallied and reported to the TNRCC by June 15 for compliance with all reporting requirements associated with the management, transportation, and disposal of waste, including but not limited to the submission of the Annual Waste Summary Report to the TNRCC within the reporting time frames. The contractor shall submit a copy of the report to the Environmental Flight. All additional fees/fines due to deficiencies in the management of the wastes shall be the responsibility of the contractor at no additional cost to the government. Deficiencies shall be corrected and notified to the Environmental Flight immediately. Records must be readily accessible and maintained by the contractor for at least five years.
