Description: NOTICE: THIS PROCUREMENT IS 100% SET-ASIDE FOR COMPETITION AMONG CERTIFIED HUB ZONE CONTRACTORS. Project Name: Relocate Entrance Station, Cabrillo National Monument, San Diego, CA. Solicitation Number N811003A003. The National Park Service, US Department of the Interior, is soliciting competitive proposals for a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to: construction of a new entrance station, demolition of existing asphalt roadway and drainage structures; relocation of light poles and Park boundary fencing; tie-in to existing utilities; new roadway, curb and gutter, and sidewalks; traffic warning light; provision for water connection to site irrigation; demolition and replacement of a section of existing 12kV electrical ductbank; and other site tasks as required by the specification and drawings.. The NAICS code for this project is 233320 and the small business size standard is $28.5 million. Contract duration is 180 Days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $250,000 and $500,000. This is a "Best Value" negotiated procurement. The Government will consider an offeror's capability (technical expertise and past performance), in comparison to the offered price, with price being equal in importance to the offeror's capability. A site visit will be scheduled for all interested and qualified parties with the time and date to be announced in the solicitation. The Solicitation and attachments will be posted on electronic commerce on or about December 16, 2002 at the following website: www.fedbizopps.gov. (See FEDBIZOPPS SEARCH, below). All Amendments will also be posted to this website. Responses will be due approximately 30 days following the date of posting of the solicitation unless extended.
