Description
STATEMENT OF WORK To pump recharge and clean Portable Toilets This Contract is to pump, and recharge portable toilet units located within the boundaries of George Washington Memorial Parkway. Location and quantities of portable toilets owned by the National Park Service (NPS): ? Iwo Jima War Memorial: 1 - ADA compliant unit. 4 - regular units. ? Gravelly Point: 1 - ADA compliant unit. 2 - regular units. ? Daingerfield Island: 1 - ADA compliant unit. ? Collingwood Picnic Area: 1 - ADA compliant unit. ? Ft. Hunt Park: 3 - ADA compliant units. 1 - regular unit. National Park Service (NPS) owned portable toilets: NPS to deliver and have set up on-site prior to first scheduled pumping Changes to Services This solicitation is issued for a base year plus Four (4) option years. During the course of the contract, the schedule for service may vary slightly from the schedules listed in the solicitation. The government may increase or decrease the service schedule at any time during the performance period at the rates specified in the contract. The contractor will be notified 14 days in advance of such changes. Description of Work 1. Pump portable toilets according to schedule. 2. Pump out holding tank. Recharge with manufacturers required amount of biodegradable deodorant and water solution (10 oz chemical and 5 gal water). Contractor to provide deodorant. The above work is to be completed no later than 1:00 PM on the scheduled service day. Inspections Inspections will be completed by NPS personnel on the overall performance of the contract. All deficient service and or property damage incurred will be noted on an inspection log. Service is considered deficient when any portion of the work does not meet the requirements detailed in the specification "Description of work to be performed." At the end of the performance period, on a quarterly basis, the percent of deficient cleanings and or property damages recorded, will be calculated. Copies of the inspection logs will be provided if requested by the Contractor. The contract cost for servicing will be reduced by the percent of deficiencies noted. Examples - For the following examples assume the total number of servicings equal 500 and the contractor rate of $20.00 per service is used. (These numbers are for example only.) Example 1: 10 deficiencies are noted. 10 is divided by 500 = 0.02 Deficiency is 2%. A 2% deduction will be made to the contract. Holidays No cleanings will be scheduled on a nationally observed holiday. If a scheduled cleaning happens to falls on a national holiday, the following schedule will be put into affect. A. Whenever a service is scheduled on a Monday holiday - the service shall be rescheduled for the following Tuesday. There will be no Wednesday service - thus resulting in only a Monday & Friday service for that particular week. B. Whenever a service is scheduled on a Wednesday holiday- the service shall be canceled. Thus resulting in a Monday and Friday service for that particular week. C. Whenever a holiday falls on a Friday - the service shall be rescheduled for the next day (Saturday) * Note: a complete list of scheduled servicing dates, (Per Month) has been included. Please refer to the Annual Calendar charts for scheduled servicing dates. Emergency Situations The COTR as needed may request additional cleanings (Emergency basis only), to be billed separately. MSDS Records All MSDS records for chemicals used in the fulfillment of said contract, will be submitted to the Contracting Officer prior to the start of the contract. Government closers If for any reason the Federal Government closes, it is understood that all contracts will also be shutdown. The contractors will not be required to report in to perform their contractual obligations. Contract Administration Data A pre-service meeting will be scheduled once contract is awarded. Meeting will take place at Park Headquarters. Contract administration and Statement of Work will be discussed.
