- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP), Subpart 13.5, Test Program for Certain Commercial Items. Item 1: Qty: Up to 6 Forming Mandrels (1 Basic Order, 5 Optional Units) GSFC intends to procure as many as six (6) forming mandrels, as identified in the attached Statement of Work (SOW). GSFC intends to award one or two purchase orders to satisfy these requirements. The basic order requirement will be for the first unit (F1600P). However, if a second purchase order is awarded, the second source will provide the second unit (F1600S) as the basic order requirement. The purchase order(s) will contain options for the remaining five units not provided under the basic order requirements, and the Government may elect to exercise any or all of these options. The details required of any response to this RFQ are: 1. Binding price quotation and delivery schedule for the six forming mandrels specified in Table 1 (see attached SOW). Offerors should assume unit F1600P will be the first required unit, but should understand that, in the case where NASA/GSFC awards two purchase orders, one of the successful offerors will be required to deliver F1600S as the first required unit. In that case, unit F1600P will be the first optional unit under that second purchase order. The prices should be clearly broken down into three categories: (a) non-recurring tooling/setup charges (b) recurring blank material charges (c) recurring processing charges (d) metrology cost 2. Binding price quotations and delivery schedules for the option to purchase the other mandrels specified in Table 1 (see attached SOW), and required timetable for GSFC to exercise the option. The options will be structured as follows: Option 1: F1600P and F1600S (priced separately) Option 2: F1200P and F1200S (priced together) Option 3: F1000P and F1000S (priced together) 3. Specific information regarding method of shipping and proposed shipping container. 4. Metrology data (to be delivered with the mandrels) shall include mid-point diameter, cone angle axial figure, roundness, and surface finish roughness. PLEASE SEE ATTACHED FILE FOR ADDITIONAL SPECIFICATIONS AND DIAGRAMS. This procurement shall be conducted utilizing Best Value Selection (BVS), which seeks to select an offer based on the best combination of price and qualitative merit (including past performance) of the offers submitted and reduce the administrative burden on the offerors and the Government. BVS takes advantage of the lower complexity of Simplified Acquisition Procedures and predefines the value characteristics which will serve as the discriminators among offers. BVS evaluation is based on the premise that, if all offers are of approximately equal qualitative merit, award will be made to the offeror with the lowest evaluated price. However, the Government will consider awarding to an offeror with higher qualitative merit if the difference in price is commensurate with added value. Conversely, the Government will consider making award to an offeror whose offer has lower qualitative merit if the price differential between it and other offers warrant doing so. The specifications included in the solicitation serve as the Government's baseline requirements. The following value characteristics establish what the Government considers to be valuable in an offer. These value characteristics are performance based and permit selection of the offer which provides better results for a reasonable marginal increase in price. All offers will be judged against these value characteristics. Price and technical (including past performance) factors will be considered equal in importance and will not be assigned weights. On those value characteristics the offeror chooses to provide, adequate information should be submitted to permit proper evaluation. The following value characteristics are applicable to this procurement: (1) Up to 460 forming mandrels may be required for the Constellation-X Flight Program. It is in the Government's best interest to select a contractor (for this award) that plans to use techniques and materials that can be readily extended to the production of Constellation-X Flight forming mandrels. (2) It is in the Government's best interest to select a Contractor with previous experience and strong contract performance that are relevant to this RFQ. In this regard, each offeror shall describe its relevant previous experience and past performance that directly relates to this requirement. For prior (or current) contract performance information, offerors should cite no more than three related contract efforts. (3) It is in the Government's best interest to get a price-competitive proposal. The provisions and clauses in the RFQ are those in effect through FAC 97-26. The NAICS Code and the small business size standard for this procurement are 333518 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery schedule to GSFC is as follows (offerors may propose a shorter delivery schedule): F1600P and F1600S: 8 months ARO for each unit (priced separately) F1200P and F1200S: 8 months ARO (one pair) F1000P and F1000S: 8 months ARO (one pair) Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:00 p.m. EST, January 13, 2003, and may be e-mailed to Joyce.F.Tsugawa@nasa.gov or faxed to 301-286-1773 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/ Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ 51.217-7, Option for Increased Quantity (March 1989) - Separately Priced Line Item: The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor at any time after contract award, but no later than "TBD" days after delivery of preceding deliverable item. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. FAR 52.212-4 is applicable.
