Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is DTCG40-03-R-40013. The solicitation is being issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-10. The North American Industry Classification System (NAICS) is 423860, SIC Code 5088, Size Standard 100. The Coast Guard intends to award a FFP contract as a result of this synopsis/solicitation. The contractor shall provide the following: PROPOSED EST. UNIT TOTAL DELIVERY CLIN DESCRIPTION QTY U/I PRICE AMOUNT DATE UP TO 0001. MKII BRIDGE ERECTION BOAT 5 EA ________ __________ __________ THE CONTRACTOR SHALL SUPPLY A FULLY OPERATIONAL MKII BRIDGE ERECTION BOAT. THE CONTRACTOR SHALL SUPPLY A MKII BRIDGE ERECTION BOAT THAT MEETS THE FOLLOWING REQUIREMENTS: A. SUPPLIED VESSELS MUST BE SUITABLE TO PUT INTO IMMEDIATE OPERATION. B. VESSELS MUST BE MADE AVAILABLE FOR USCG AND OR U. S. MARINE CORPS. REPRESENTATIVES INITIAL AND FINAL INSPECTIONS AT NO EXTRA COST. C. PRICE SHOULD INCLUDE FULL SURVEY AND ANY AND ALL REMEDIAL WORK REQUIRED TO PUT VESSELS INTO FULLY OPERATIONAL MKII ORDER. D. MUST PROVIDE DYNAMOMETER TEST CERTIFICATES CONFIRMING THE RESULTS OF BOTH DIESEL ENGINES WITH A MINIMUM HP OF 215. E. PROVIDE AT LEAST A 12-MONTH WARRANTY ON ALL NEW PARTS AND LABOR. Staggered delivery is acceptable; however, all items must be delivered within 6 weeks after date of contract award (unless another delivery date is negotiated). The FOB point is Destination. Delivery shall be to the U. S. Coast Guard Engineering Logistics Center, Bldg. 86, 2401 Hawkins Point Road, Baltimore, MD 21226. FAR provision 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition along with the following addenda: (1) Paragraph (b) ? Offerors who choose to submit their proposal on an SF 1449 may contact Janice Sprouse for a copy. Offers that fail to furnish required representations or information, or reject the terms and conditions of this RFP may be excluded from consideration. The following evaluation procedures are included as an addendum to FAR Clause 52.212-2, Evaluation-Commercial Items: Award will be made to the Offeror proposing the best value to the Government considering technical acceptability, price, and delivery. The specific evaluation criteria to be included in paragraph (a) of the provision are as follows: Technical and price. Technical is significantly more important than price. The Offeror shall include detailed descriptions of the boats sufficient for the government to ensure that the bridge erection boats are currently functioning and in military operating condition. The government is not responsible for locating or securing any information, which is not identified in the proposal. If the Offeror proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modification and clearly mark any descriptive materials to show modifications. For the purpose of evaluation of the Offeror?s responsibility, the Offeror must include a list of three references, and provide the following information: company name; name and title of point of contact (Program Manager or Contracting Office); telephone number; contract number (if applicable); contract type; period of performance; and description of product or service. Award will be made to the Offeror(s) whose offer(s) conform to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. The Government will award a contract of the best technical capability/lowest evaluated price and best delivery, in accordance with FAR 13.106-2. Multiple awards will be considered if necessary to meet the desired delivery date and/or if prices merit multiple awards. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Closing date and time for receipt of offers is December 17, 2002, at 2:00 p.m. Eastern Standard Time. Submit offers in strict accordance with FAR provision 52.212-1. Mail proposals to Commanding Officer, Code 044/43, USCG Engineering Logistics Center, Mail Stop 99, 2401 Hawkins Point Road, Bldg. #31, 2nd floor, Baltimore, MD 21226-5000. FAR clause 52.212-4, Contract Terms and Conditions, applies to this acquisition, along with FAR 52.232-33, Mandatory Information for Electronic Funds Transfer as an addendum.
