- SYNOPSIS. This procurement is unrestricted. The North American Industry Classification System (NAICS) is 233320 and the size standard is $28.5 million. The magnitude of this project is more than $10,000,000. The work is for Phase 3 of the planned eight-phase Agriculture South Building Modernization. The Agriculture South Building was built in phases between 1930 and 1936, and is eligible for listing on the National Register of Historic Places. The selected contractor will provide construction services for the modernization in and around the Department of Agriculture at 14th and Independence Ave. S.W., Washington, D.C, including selected demolition, re-construction, and new construction. The project includes, but is not limited to: selected demolition and reconstruction of approximately 120,000 gsf (11,154 gsm) of office, mechanical, electrical, telecommunication, life safety, and support spaces, demolition of concrete slab in selective areas, demolition of duct shafts and duct risers, restoration of office space and shared use areas, replacement of electrical switch gear and transformers, demolition of all metal induction unit cabinets under windows, demolition of induction units, installation of VAV-overhead primary air distribution system, demolition and replacement of air handling units and chilled water piping; replacement of steam piping with hot water piping, provision of new hot water heating plant modifications, replacement of existing steam pressure reducing station with new, installation of new emergency generator, installation of new fire suppression system, modification, supplementation and upgrading of the existing fire alarm system, modernization of existing elevators, repairs restoration and replication of existing historic wood windows, hazardous materials abatement and other elements as shown and described in the contract documents, provision of new electrical power and lighting systems, procurement/installation of Level-C bomb blast window system in selected areas, repairs to building finishes as required to accommodate work listed above. Unique features of the project include selected demolition and reconstruction within an occupied historic building, removal of hazardous materials in the building, and construction of protected fire egress corridors within the phased zones of construction. The area of construction will be vacated on floor by floor (corridor) basis, and occupied areas must remain fully operational during the renovation work. Contractor must plan and schedule work to maintain full services to all occupied spaces. The project is subject to the Resource Conservation and Recovery Act (RCRA) and Greening the Environment Through Waste Prevention, Recycling and Federal Acquisitions (E.O. 13101). The project will be constructed in multiple phases and requires internal relocation of USDA staff between phases. All work shall be done in accordance with plans and specifications The solicitation will be available and distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through the web site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The Government will evaluate proposals using source selection procedures with the intent to award a firm-fixed price contract to the responsible offeror whose proposal, conforms to the solicitation, as the "Best Value" to the Government, price and technical factors considered. The Government requires contractors to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVUALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. The Government intends to issue the Request for Proposals on January 9, 2003. Proposals will be due on February 21, 2003.
