Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 ? Acquisition of Commercial Items and Part 13 ? Simplified Acquisition Procedures, as supplemented with add itional information included in this notice. This announcement constitutes the only solicitation for a Request for Proposal (RFP) and a written solicitation will not be issued. This requirement is being issued as a 100% Small Business Set-Aside. The soli citation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-10 effective 22 Nov 2002 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 Edition, current to DCN 20021122. It is anticipated that payment will be made by Government VISA Credit Card. The Standard Industrial Classification (SIC) is 4729 and North American Industry Classification System (NAICS) is 488999 with a size standard of $6.0 Million. The contractor?s propo sal shall consist of four (4) Contract Line Item Numbers (CLIN) 0001, Quantity: 9, Unit of Issue: Ea., Description: Mini Vans; CLIN 0002, Quantity: 4, Unit of Issue: Ea., Description: 15 Passenger Vans; CLIN 0003, Quantity: 5, Unit of Issue: Ea., Descripti on: Sedans; CLIN 0004, Quantity 2, Unit of Issue: Ea., Description: Pick-ups (1 each 4x4). Delivery and/or pick-up of the following: three (3) each mini van, two (2) pick-up truck and one (1) 15-passenger van must be available on 13 January 2003. It is preferred that the remaining vehicles be delivered to U.S. Army Yuma Proving Ground, Yuma, AZ, Building 1004 on 22 January 2003. However, if this option is not available, a central location in Yuma, AZ shall be provided for pick-up and return of all vehic les at the end of the rental period. All vehicles will be returned on 23 March 2003. All proposals shall be clearly marked with RFP number DABJ49-03-T-0012 and emailed to Linda.Renteria@yuma.army.mil no later than 4:30 PM MST, December 11, 2002. Offer s that fail to furnish required representations or technical information as required by FAR 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. The Government intends to award a contract to the r esponsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government based on availability and price. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR provi sion 52.212-1 Instruction to Offerors?Commercial Items (Oct 2000). NOTE: In order to complete the Representation and Certifications for the following referenced provisions you must go to the Air Force Web Site at http://farsite.hill.af.mil/vffar1.htm, lo cate the referenced clause, copy and paste it to a Word document and complete. DFARS clause 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Nov 2001) applies to this acquisition, and specifically 252.225-7036 Buy American Act?North American Free Trade Agreement Implementation Ac t?Balance of Payments Program (Mar 1998).
