THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SIMPLIFIED ACQUISITION PROCEDURES APPLY. THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESSES. THE NAICS CODE IS 561720 AND THE SIZE STANDARD IS 12 MILLION DOLLARS AVERAGE RECEIPTS OVER THREE YEARS TIME. THE SOLICITATION DOCUMENT AND INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2001-10. PRICES ARE TO BE PROVIDED FOR ITEMS I, II, III, IV, AND V; WITH PRICES FOR THE SAME ITEMS FOR FOUR (4) OPTION YEARS, EACH YEAR QUOTED SEPARATELY. IF YOU ARE INTERESTED, PLEASE CONTACT LESLIE LEAVITT, (702) 293-8642, FOR A SITE VISIT (POSSIBLY DEC 11 OR 12) AND TOTAL SQUARE FOOTAGE FOR THE WINDOWS. STATEMENT OF WORK HOOVER DAM FACILITIES - WINDOW CLEANING I. VISITOR CENTER FACILITIES Windows at the visitor center and parking structure shall be cleaned and equipment removed from public areas either before 9:00 a.m. or after 5:00 p.m. so as not to disrupt or create hazardous conditions for Reclamation employees or the visiting public. These locations include the restroom windows at the Parking Structure, skylights and windows in the visitor center pavilion and all interior window surfaces of the Visitor Center, exterior window surfaces above the Visitor Center plaza, as well as all exterior window surfaces in the immediate vicinity of the overlook level doors. Exterior windows on the canyon side of the Visitor Center may be cleaned during the business day. The contractor will provide additional lighting as needed to be able to see sufficiently to clean the windows. A. Visitor Center (interior and exterior) 1. Clean window and door glass panes, ledges and frames. 2. Remove trash for approximately 20 feet from the exterior windows of the theater level. 3. Cleaning shall be performed four (4) times a year at intervals of approximately 80-110 days. B. Pavilion (interior and exterior) 1. Clean all window and door glass panes, ledges and frames. 2. Clean all skylight glass panes and frames. 3. Cleaning shall be performed four (4) times a year at intervals of approximately 80-110 days. C. Parking Structure (interior and exterior) 1. Clean all window panes, ledges and frames. 2. Cleaning shall be performed four (4) times a year at intervals of approximately 80-110 days. The Contractor may be required to provide service for the Visitor Center facilities more than the scheduled 4 times a year. Therefore, the Contractor's bid shall reflect costs for service for an optional call-out. The Contractor will be given a minimum of one week's notification for optional call-out. II. Powerhouse Central Section (interior and exterior) 1. Clean all window panes, ledges and frames. 2. Cleaning shall be performed four (4) times a year at intervals of approximately 80-110 days. III. Arizona and Nevada Powerhouse Windows (interior and exterior) 1. Clean all window panes, ledges and frames. 2. Cleaning shall be performed during Hoover Dam's transformer outage schedules. 3. Cleaning shall include interior and exterior of potential transformer room (POT) windows located adjacent to the transformers scheduled for outage. 4. Quantity shall not be less than eight (8) banks and not more than twenty-two (22) banks of powerhouse windows per calendar year. IV. Cableway Control House and Cable House (interior and exterior) 1. Clean all window panes, ledges and frames. 2. Cleaning shall be performed four (4) times a year at intervals of approximately 80-110 calendar days. V. Warehouse office (interior and exterior) 1. Clean all window panes, windows and frames. 2. Cleaning shall be performed four (4) times a year at intervals of approximately 80-110 days. Exceptions to these time frames must be approved in writing in advance by the Reclamation Contracting Officer (CO). The windows at the powerhouse, the cableway control house and cable house and the warehouse office are to be cleaned between the hours of 6:30 am and 4:00 p.m. Contractor shall clean up all spills on concrete, carpet or stone tile floors caused by cleaning windows. Services shall be performed in accordance with OSHA and/or Reclamation Safety and Health Standards, whichever is more stringent. (See Technical Orders.) The Contractor shall submit a detailed safety plan which must by approved by the Government before work begins onsite. Each time the contractor comes onsite to perform window cleaning at the visitor center, papers must be submitted that show model number and/or serial number of the equipment (such as the sky climber) to be used The contractor is required to certify that the equipment is in accordance with all OSHA and Reclamation Safety and Health regulations. The swing-stage support area will have to be load-tested onsite each time before actual work begins. An electrician will accompany contractor employees while service is being performed above transformers. Hydroelectric mechanics will provide crane service while service is being performed on the interior of the powerhouse windows. Scaffolding or a manlift will be required to clean the exterior pavilion skylight windows. The manlift shall be approved by the COR before being used on the jobsite. The Government will issue all contractor personnel a numbered identification badge clearly identifying the employee and its employer. Such identification shall be required for all employees while on the jobsite and shall be worn at all times. If special badges holding the employee's photograph are required for restricted areas, such badges will be furnished by the Government. Service quality control shall be ensured by joint inspections/evaluations conducted by the contractor and the Reclamation Contract Officer Representative (COR) at the time each cleaning is performed. The following FAR provisions and clauses apply to this acquisition: 52.212-01, Instructions to Offerors Commercial (Jun 97). Offerors must include with their offer a completed copy of the provisions at FAR 52.212-03, Offeror Representation and Certifications-Commercial Items (Jan 97); 52.212-04, Contract Terms and Conditions-Commercial Items (May 97) with the following clause incorporated by addendum: FAR 52.247-34 F.O.B. Destination; and FAR Clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items with the following applicable FAR clauses for paragraph (b): 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 1452.223-81, Safety and Health, 1452.228-70 Liability Insurance, 52.217-08 Option to Extend Services and 52.217-09 Option to Extend the Term of the Contract. Davis Bacon Wage Rates for Clark County, NV and Mohave County, AZ will apply to this procurement.
