Description
MODIFICATION TO SYNOPSIS OF RFQ-NCP-0002-2. This is a modification to the synopsis issued March 13, 2002 changing and replacing that synopsis with the following combined synopsis/solicitation. This combined synopsis/solicitation is for commercial items and is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation will be issued on an unrestrictive basis, open to both small and large businesses. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ-NCP-0002-2 and is being issued as a Requirements type contract with firm-fixed unit prices for a twelve month base year period and four one year option periods. All orders shall be placed by individual delivery order issued against the contract at the current year firm-fixed unit price. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2001-07. The North American Industry Classification System (NAICS) Code is 422490. The FCI Petersburg Medium and Low facilities intend to enter into a requirements contract with firm-fixed unit prices for Carbonated Bag-in-the-Box Soft Drinks with spout, post-mix equipment dispensers having two six spouts at no additional line item cost to the Government. The dispensers shall be installed as directed by the Food Service Department for each facility. The Contractor shall be responsible for maintaining the dispensers and shall replace or repair any non-working dispensers within 24 hours after being notified by either FCI Petersburg Medium or FCI Petersburg Low. Contractor service personnel may be required to complete NCIC security clearances prior to entering the institution. The Contractor shall furnish 15 to 30 CO2 tanks for rotation and exchange on a one for one basis or as needed at no additional line item cost to the Government. Payment shall be based on the delivery of requested items. Contract award will be made on an ALL or NONE basis. The term of the contract includes a one-year base period from date of award through 12 months, Option Year 1 shall be from 13 months through 24 months, Option Year 2 shall be from 25 months through 36 months, Option Year 3 shall be from 37 months through 48 months, and Option Year 4 shall be from 49 months through 60 months. The estimated quantities for the base year period and each subsequent option year period are: Line Item 01, Cola or equivalent, 5 gallon, bag-in-the-box - 8000 boxes; Line Item 02, Diet Cola or equivalent, 5 gallon, bag-in-the box - 8000 boxes; Line Item 03, Lemon Lime or equivalent, 5 gallon, bag-in-the-box - 8000 boxes; Line Item 04, Cherry Cola or equivalent, 2.5 gallon, bag-in-the-box - 8000 boxes; Line Item 05 Orange Soda or equivalent, 2.5 gallon, bag-in-the-box - 8000 boxes; Line Item 06, Grape Soda or equivalent, 2.5 gallon, bag-in-the-box - 8000 boxes; and Line Item 07 Mr. Pibb or equivalent, 2.5 gallon, bag-in-the-box - 8000 boxes. Additionally, 2.5 gallon bags will be acceptable for products not available in 5 gallon bags. DELIVERY will be within 30 days after receipt of a delivery order. Offerors are advised that the delivery location for the carbonated beverages is the Federal Correctional Institution Petersburg - Warehouse, 1100 River, Road, Hopewell, Virginia 23860.
