Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER SSA-RFQ-AP1201 IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. This acquisition is not set aside for small businesses. The Social Security Administration needs to renew maintenance on Government owned software. The software packages are 1) "Informix 7.X class E software assurance support". Annual comprehensive software maintenance for Informix on-line dynamic server SN: AAC#J67123 (PTSW-22000) (438 users), 2) "Open Line Support for Informix" SN: AAC#J473617 (PTSW-22001) (20 users), 3) "Informix 7.X Assurance Developer" SN: AAC#J46240 (PTSW-22002) (60 users). The Informix interfaces with the storage and retrieval software, Plexus and the Unix servers. The quote shall be "Firm-Fixed Price." The period of Performance shall be 01/28/03 through 01/27/04. The software is used and located at Wilkes-Barre DOC, 1150 East Mountain Blvd., Wilkes-Barre, PA 18702. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in shall be granted equal importance in evaluating offers: 1) cost; 2) Technical Capability to Meet the Government?s Needs; 3) Past Performance. The clause at 52.212-4 Contract Terms and Conditions?Commercial Items applies to this acquisition. Additionally, the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition, including subparagraphs (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (16) 52.225-3. All offerors shall submit the following: 1) a firm-fixed price quotation referencing the solicitation number (SSA-RFQ-AP1201) for the item(s) listed above; 2) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded from http://www.arnet.gov/far/loadmain52.html.
