Description
INDEFINITE DELIVERY-INDEFINITE QUANTITY CONTRACT FOR BOUNDARY SURVEYS AT VARIOUS LOCATIONS IN TEXAS. The Natural Resources Conservation Service (NRCS) is seeking the submittals of Standard Form 254 "Architect-Engineer and Related Questionnaire", and Standard Form 255 "Architect-Engineer and Related Services Questionnaire for Specific Project" for an Indefinite Delivery - Indefinite Quantity (IDIQ) land surveying contract within the state of Texas. The surveys will be used to acquire easements under the NRCS Wetland Reserve Program (WRP) and the Emergency Watershed Protection (EWP) program. The NRCS seeks to acquire the services of registered professional land surveyors capable of providing rural surveys for the purpose of locating real property boundaries as set forth by the Texas Professional Land Surveying Practices Act. Work might be located throughout the State of Texas, but will be primarily in the North Central and Northeast region of the State. The resulting contract will be primarily for metes and bounds property boundary surveys with geodetic (GPS) or state plane position on the corners of each survey, and may also include some topographic surveys. All drawings will be computer generated in *dwg format. The services to be provided include all labor, equipment, materials, services and supplies required to complete land surveys, prepare reports and maps for acquisition, and mark tract boundaries. CONTRACT INFORMATION: The Government may select up to three top-ranked firms to award an indefinite-delivery indefinite quantity, multiple award contract. The contract will have a base year and four option years. Work under this contract to be subject to satisfactory negotiation of individual task orders. Award of each task order will be based on the contractors? past performance in terms of quality of deliverables, cost, and compliance with the required delivery schedule. The price of any single task order shall be at least $2,000 but shall not exceed $500,000. The maximum order amount for each contract period (base year and each option year) shall be $500,000. The guaranteed minimum shall be $5,000 for the basic period only. There shall be no guaranteed minimum for the option years, if exercised. There will be no future synopsis in the event the options included in the contract are exercised. This announcement is open to all businesses regardless of size. The North American Industrial Classification System (NAICS) code is 541370. The Small Business Size Standard is $4.0 Million. Because this acquisition could result in a contract award over $500,000, a subcontracting plan will be required if the firm is a large business concern. If a large business is selected for a contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work that it intends to subcontract. The plan is NOT required with this submittal. PRE-SELECTION CRITERIA. Firms must meet the following criteria in order to be considered for an award under this requirement: (1) one or more registered professional land surveyors in the State of Texas with a minimum of 5 years experience in real property boundary surveys; (2) ability to field three 3-man survey crews experienced and capable of performing real property boundary surveys; (3) performed at least 10 real property boundary surveys in Texas in accordance with the Texas Professional Land Surveying Practices Act within the last two years; and (4) Ability to perform GPS surveys. SELECTION CRITERIA. Firms meeting the pre-selection criteria will be evaluated and ranked using the following selection criteria: (1) Capacity to accomplish the work - Evaluation will be based on the firms' current work under contract, scheduling processes, availability of qualified personnel, and ability to accomplish the work required within the established performance period; (2) Past performance on contracts with government agencies and private industry - Evaluation will be based on previous experience on contracts with Government agencies and private industry in terms of quality of deliverables, cost control, compliance with the required delivery schedule, and the contractors' experience with providing expert testimony regarding boundary surveys; Consideration will be given to those firms with past experience with WRP/EWP easement boundary surveys. References must be provided for at least three of the most recent completed surveys and should include both names and phone numbers. Documented previous work on SF-254?s and SF-255?s will be evaluated based on quality and complexity of work as documented; (3) Location in the general geographic area and knowledge of the locality ? Evaluation will be based on the proximity and knowledge of the locality of the easement areas. Consideration will be given to those firms with offices throughout the primary area of concern. (4) Professional qualifications necessary for satisfactory performance - Registration as a professional land surveyor to perform work; survey party personnel, their knowledge of and experience in survey requirements; the qualifications and experience of key personnel who will be responsible for administering the work required; and (5) Specialized Experience & Technical Competence in the type of work required - Evaluation will be based on experience and technical competence in real property boundary surveys as set forth by the Texas Professional Land Surveying Practices Act. Consideration will be given to those firms with past experience with WRP/EWP easement boundary surveys; Documentation of previous work shall be provided on SF-254?s and SF-255?s. The above evaluation factors are listed in their order of importance, factors 1 and 2 being equal and most important, factor 3 being less important than either factor 1 or 2, and factors 4 and 5 being equal and singularly, less important than factor 3. Interested firms which meet the requirements described in this announcement are invited to submit 4 copies of a Standard Form 254, Architect Engineer and Related Services Questionnaire; and 4 copies of a Standard Form 255, Architect Engineer and Related Services Questionnaire for a Specific Project. Interested firms must submit their SF-254's and SF-255's not later than January 21, 2003, 2:00 p.m. CST to the attention of the Contracting Officer.
