Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Lockheed Martin Information Systems, Orlando, FL for a two-phase effort for UUT Load Ancillary Sets (ULAS). ULAS is a programmable instrument that provides dynamic loading for use during testing of avionics systems. Efforts may include modification of ULAS System Software Driver(s) as required and integration to the Consolidated Automated Support System (CASS) station. Lockheed Martin, as the integrator, is the only source that can ensure seamless interaction with existing Test Program Sets (TPS). Phase I is to identify the lowest Life Cycle Cost (LCC) solution to produce ULAS with delivery schedule of Phase 1 to be completed not later than six months after contract award. Phase II includes the non-recurring and recurring engineering effort to upgrade twelve existing ULAS units (to be provided as Government Furnished Material) to the production configuration and deliver these units, plus 38 additional units. Delivery of the first production unit is due not later than two months after Government approval of Phase 1; follow-on units will be delivered at the rate of 4 per month until delivery is completed. This procurement will include an option to procure 26 additional units, which includes work surface modifications. This notice of intent is not a request for competitive proposals; however, all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
