Description

This is a notice of procurement with MD Helicopters Inc., on an other than full and open competition basis for the MD500 transition training course (5 flight hours each) for 13 U.S. Naval Test Pilot School (USNTPS) rotary wing student pilots. This is a requirement for the USNTPS onboard the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. A cost reimbursable type purchase order is contemplated with MD Helicopters, Inc., as they represent the only known company to possess the aircraft in the required configuration available for hire at the specified time and have a proven instructional training program compatible with USNTPS standards. The appropriate NAICS code is 611512 (size standard $21.5 million dollars). To be eligible to receive an award for this requirement, the successful contractor must be registered in the DoD Central Contractor Registration (CCR) database NO EXCEPTIONS. To register, apply through the Internet at http://www.ccr.dlsc.dla.mil . THIS IS NOT A REQUEST FOR PROPOSALS. The Government intends to issue a purchase order with MD Helicopters, Inc. to meet this requirement. Responses to this notice must be made within ten (10) days after this notice is posted electronically, and include the company name, point of contact, address, area code and telephone number, facsimile number, electronic mail (e-mail) address, and company literature or other documentation showing the capability to meet this requirement. Consideration of the responses is solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement.
