Description
The Department of Treasury, Internal Revenue Service (IRS) requests information on the availability of a numbering machine capable of printing or stamping a Document Locator Number (DLN) on income tax returns and other documents. Except for the items identified as Optional, the numbering machine must possess the following capabilities: 1) Print a 14 position DLN 2) Print the DLN in the upper right margin of the first page of the document a) The DLN will print no lower than 3/8 of an inch below the top of the page b) The DLN will print within 3 inches from the right edge of the page 3) The DLN must be easily readable in terms of a) Font type b) Font size c) Clarity (not smudged) 4) The DLN will have the following components and each component (except the Julian Date) will be programmable by the operator a) Positions 1-2?File Location Code b) Positions 3?Tax Class c) Positions 4-5?Document Code d) Positions 6-8-- Julian Date e) Positions 9-11?Blocking Series f) Positions 12-13?Serial Number g) Positions 14?Year Digit 5) Operators will only be able to enter valid values (as defined below) in any of the DLN component parts. 6) File Location Code a) Valid values?See List b) The default value will be the File Location Code for the service center the numbering machine resides in 7) Tax Class a) Valid Values?See List of Valid Tax Class b) No default value will be assigned, the previously used Tax Class will carry over unless changed by the operator 8) Document Code a) Valid Values?See List of Valid Document Codes b) No default value will be assigned, the previously used Tax Class will carry over unless changed by the operator c) Only valid combinations of Tax Class and Doc Codes may be assigned, any invalid combination will trigger a error message to the operator. See List of Valid Tax Class/Doc Code Combinations 9) Julian Date a) Valid Values are 001-366 b) The default value will be the current Julian date 10) Blocking Series a) Valid Values will depend on the tax class/Doc Code combination being used. See List of Valid Tax Class/Doc Code Combinations. b) This DLN component will automatically increment by one after the previous block has been finished c) Invalid Blocking Series for a given Tax Class/Doc Code combination will trigger an error message to the operator 11) Serial Number a) This is the only number that will change from document to document within a given block b) Valid Values will change depending on the Tax Class/Doc Code combination. See List of Valid Tax Class/Doc Code Combinations. c) The first document within a block will always have a value of ?00? d) For each subsequent document in the block, this value will be incremented by one 12) Year Digit a) The default will always be the last digit of the current year 13) For each block a Block Transmittal sheet will be printed a) Note: Need specifics on what a Block Transmittal sheet should look like 14) A block will consist of a number of individual documents (not to exceed the maximum number of documents allowed for a given Tax Class/Doc Code combination). 15) When the maximum number of documents for a block has been reached, the operator will be quarried if (s)he wants to start a new block of the same documents. If ?Yes? is indicated the numbering machine will be start a new block (Serial Number will be reset to ?00?). If ?No? is indicated the machine will wait for further instructions. 16) DLN?s will be stamped only on the first page of each submission which will be properly stapled in the upper left hand corner of the submission. 17) The machine must be able to automatically feed each submission (stapled set of tax documents) one at a time to be numbered. 18) The machine must be able to feed submissions up to ? inch thick (larger submissions will be sorted out manually) 19) The machine must be able to reach a sustained output of at least 6,000 submissions per hour 20)Optional. The numbering machine must be able to retain each block DLN and electronically write those DLN?s onto an as-yet-unspecified media, 21) Numbered documents must be output in numerical sequence with document 00 on top. 22) The numbering machine must be able to feed and number submissions with smaller pieces of paper (such as W-2?s or 1099?s) stapled to the middle left of the tax document without tearing, mutilating, or destroying, so long as these documents do not cover the DLN printing area. 23)Optional. The numbering machine will require no more than one operator 24)Optional. The numbering machine should be capable of stamping or printing the numbers in three different colors so that as form colors changes a different color ink can be used that will contrast with color of that form. The following items are optional, all the others are mandatory: 20, 23, 24
