- The U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA) has a requirement for a Network Emulator. The required specifications are as follows: 1) Require the ability to impair network packets. Specifically, the capability to introduce the following impairments to a packet stream is required: (a) Delay (b) Jitter (c) Dropped Packets (d) Decimation of Packets (e) Duplication of Packets (f) Re-Ordering of Packets (g) Throttle Control (h) Ability to Change MTU size of Packets (i) Burst Drop ? The ability to drop a specified number of sequential packets at a specified rate. (j) Sink ? The ability to drop all packets. (k) Accumulate & Burst ? The ability to accumulate N packets and then release the N packets after a specified period of time. (l) Bit Errors 2) Require the ability to apply all or multiple packet impairments simultaneously. 3) Require the capability to modify individual packet fields without the user having to perform bit level manipulations. Specifically, we need to be able to modify the following packet fields: (a) Source Address (b) Destination Address (c) Type of Service (d) Diffserv Code Points (e) Time to Live (f) Protocol (g) Transport Checksum (h) Network Checksum (i) Source Port (j) Destination Port (k) Fragmentation Flag (l) MLPS (m) VLAN (n) MAC Address (4) Require the ability to modify all or multiple fields simultaneously. 5) Require the capability to accommodate a wide variety of network interfaces. At a minimum the following network interfaces should be supported: (a)10Mbps Ethernet (b)100Mbps Ethernet (c) Gigabit Ethernet (d) T1 (e) E1 (f) DS3 (g) E3 (h) Optical Circuits (OC). 6) Require the ability to perform router emulation. The following network queuing algorithms are necessary to do this: (a) Weighted Fair Queuing (b) Stochastic Queuing (c) Weighted Round Robin (d) Random Early Detection (e) FIFO (f) Prioritized FIFO (g) Leaky and Token Buckets. 7) The network emulator must have the ability to pass packets that contain a multicast address. 8) Provide the ability to interface to the network emulator via a remote interface, preferably via LAN. 9) Provide a migration path to IPv6 or currently support IPv6. 10) Provide a scripting capability. Languages of choice are Tcl and/or Perl. 11) Require a graphical user interface. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). The award decision will be based on Best Value to the Government with technical merit and past performance being significantly more important than price. Interested sources must submit a proposal by close of business December 26, 2002. Proposals submitted must clearly establish the capability to meet the above requirement.
