Description
The National Heart, Lung and Blood Institute (NHLBI), intends to negotiate on a non competitive basis with Silicon Genetics, 2992 Spring Street, Redwood City. California 94063, to purchase one (1) SpringCore Package which is the GeNet Database software License. The package includes: One hundred (100) seats, one (1) Remote Server, one (1) copy of ScriptEditor, Upgrades and technical support for a period of two (2) years. The NHLBI Bioinformatics Core Laboratory provides research tools and support to NHLBI investigators and conducts research in computational biology. The Bioinformatics Core Laboratory maintains commercial research software and hardware that is accessible to investigators. The Microarray technology, spotted arrays and oligo arrays are significant sources of genomic expression data and proteomic expression data. The Bioinformatics Core Laboratory provides data archival and analysis tools for NHLBI investigators, also provides the archival component of an integrated IT system for microarray data and obtains additional licenses to handle more concurrent users. The GeNet is the database engine for manipulating large microarray data sets, this is an essential piece of apparatus for quantifying the expression levels of gene products in biological samples for the large number of existing experiments conducted within NHLBI. The Government intends to award the contract on December 17, 2002 at 11:00 A.M. Eastern time. This acquisition is being conducted under simplified acquisition procedures, and is exempt from FAR Part 6. The North American Industry Classification (NAICS) Code is 511210, Size Standard is $21.0 Million are applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
