- Description
- The Maritime Administration (MARAD) is seeking, qualified, responsible businesses or individuals capable of providing the following services: MARAD intends to issue a solicitation in early 2003 for the acquisition of services for the on-site Project Management and inspection of ship dismantlement activities, coupled with the Environmental, Safety and Health (ES&H) compliance monitoring related to domestic and possibly foreign shipbreaking activities as well as the disposal of all hazardous waste materials found in these ships. The exact number of shipbreaking facilities and shipbreaking contractors that will be involved in the dismantling process, their location, and the exact number of ships that will be dismantled, remains to be determined. It is anticipated by MARAD that this contract will be for one year commencing in FY 2003, and that it will be a labor hour or fixed price type for the labor expenses with a cost reimbursable element for travel expenses and any other direct costs. The businesses or individuals selected will conduct frequent on-site visits to inspect and directly monitor the dismantling activites and hazardous waste disposal activities of the shipbreaking contractor for compliance with the terms of MARAD's contract with the shipbreaker, as well as for their compliance with US, local, or international laws and regulations pertaining to the work. The selectee will serve as the Project Manager and assist the cognizant MARAD contracting officer's technical representative (COTR) in monitoring the shipbreaking contractor's performance. The selectee will also serve as the on-site ES&H monitor to ensure compliance with EPA, OSHA, and state and local regulations that govern shipbreaking; particularly those related to the protection of the environment, or worker health and safety. If the work to be monitored is performed in a foreign shipbreaking facility the selectee will be responsible for monitoring whether or not the activities are performed in compliance with all applicable international and foreign laws and regulations. In performing its duties in the above described joint and inter-related roles the selectee shall work with the shipbreaking contractor to establish the baseline project schedule; shall monitor and report progress through regular reports and progress performance charts; and will assist the shipbreaking contractor in production forecasting. The selectee shall also verify that the shipbreaking activities do not contribute to the discharge of additional hazardous waste materials, and that all hazardous waste materials removed from the ship are disposed of properly. Interested sources who have direct on-site marine industrial monitoring experience are encouraged to respond to this Sources Sought Announcement by providing information to MARAD upon which a determination can be made as to their capablilities and qualifications to perform the above described Project Management and ES&H work.
