Description
The U.S. Coast Guard (USCG) has a requirement to develop a program management plan for specific issues concerning its Information Technology Enterprise Architecture - especially in Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR). USCG intends to issue a sole source contract to the MITRE Corporation to perform this research and development. USCG's imminent transition from the Department of Transportation to the Department of Homeland Defense and its current capability replacement project (Deepwater Program) compel the agency to document thoroughly its "as is" IT architecture, and then to plan appropriately what is "to be". MITRE has already completed the preliminary work for this project; USCG intends to issue a sole source contract for this research and development as a follow-on effort. This is not a request for proposals. No solicitation is available, nor will one be issued. Parties that believe they can fulfill this requirement are required to submit qualification packages prior to the closing date. Packages must contain a full description of the party's capability to fulfill the Coast Guard requirements in enough detail for the Coast Guard to determine that the firm is capable. Marketing information and high level corporate capability statements are not desired and will not be accepted. In the event no additional capable firms are identified through this synopsis, the Coast Guard will award a sole source contract. For Minority, Women Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged enterprises to acquire short term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
