This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Salient characteristics of the equipment include: (1)Windows based. Allows for expansion/installation of new programs, maintenance and on-site troubleshooting. (2) Windows based software to include the following: 3-D modeling of CT, MRI, Angio, and PRT Images; Schettenbrandt Atlas; Talarch Atlas; Functional planning software with Atlas correlation_s; Guidance mode for trajectory planning, Predefined user screens as well as user defined screens. Automatic features to provide: Contouring, Fiducial localization; Instrument identification; Tool calibration (Hand pieces must have capacity to be recalibrated in house if damaged or bent.); Multiple stereo tactic frame support for ZD, CRW, Leksell. DICOM compatible. (3) DICOM capable and VISTA Imaging compatible. (4) Wireless Active LED System. Wireless hand-pieces to allow the surgeon to solely control all features and functions. Instruments are to have a built in mouse which allows the surgeon complete control during the case vs. having to rely on an OR staff member to operate the software for them. Hand pieces are to be Autoclavable. (5) The navigation system will fully integrate with ancillary diagnostic scanning functions (CT, MRI, Angio, PET, etc.) regardless of the make, model or manufacturer of the diagnostic equipment. (6) All proposed components and configurations must be FDA approved. This solicitation document incorporates Federal Acquisition Regulation (FAR) provisions and clauses in effect through Federal Acquisition Circular 01-10 and VA Acquisition Regulation (VAAR) clauses as follows: 52.211-6 Brand Name or Equal; 52.212-1 Instructions to Offerors Commercial Items; 52.212-3 Offeror Representations and Certifications _ Commercial Items; 52.212-4 Contract Terms and Conditions _ Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items with (b)(11), (12), (13), (14), (15), (16), (18), (21), and (25) checked; and VAAR 852.270-4 Commercial Advertising. The evaluation criteria stated in paragraph (a) of this provision is as follows. (1) Technical capability of the item offered to meet the government requirement and (2) price.
