Description
This is a conbined synopsis/ solicitation for commercial item prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a formal solicitation document will not be issued.This procurement is being conducted under the Simplified Acquisition Procedures (FAR 13). The solicitation reference number is 504-03-006 and incorporates the clauses and provisitions that are in effect through Federal Acquisition Circular 2001-10. This acquisition is unrestricted and the sic code is 7379.Visn 18 in the department of veterans affairs requires a video on-demand system on a file server that is located locally (within the building) to be installed at facilities in visn 18.The system must have the capacity to store a minium of 36 hours of digitized video. It should have the ability for an expanded storage capacity. The system must have the ability to deliver the video primarily through the existing CCTV network. Satellite systems are not acceptable. The system must support a minium of 8 channels for simultaneous use. It will also need to be able to deliver information, using streaming video, through a TCP/IP data network.It will have an interface to the existing PBX. The user interface is through CCTV and a telephone (via PBX) to reply to screen prompts. The system must have the ability to create reports. The output of these reports should be a fax machine, local printer or electronic storage. The system must have the ability to conduct satisfaction surveys and testing using the user interface.The surveys will be developed by the VA and the contractor will place tham on the system at no additional cost. The results of the surveys and tests must be available the same way the reports are. The systemmust also have the ability to print to a TCP/IP network printer.A network-able laser printer should be included in the proposal. The reports must have the option to print automatically or on-demand. Reports are to contain the following information: What video was viewed, when it was viewed and who viewed it as well as any quiz or survey results.The system should have the ability to pass information to the VA's paitent databasein the future without any significant modifications.The system should have the ability to accept analog input and convertit to a digitized file that can be accessed from the system.A minium of 20 educational digitized videos must be provided by the contractor.The proposal shall include a list and description of the videos offered.The video selections must be approved by the VA prior to installation. The videos shall have unlimitedusage and not be subject to any additional charges or usage fees.All video must be copyrighted and the VA must be given explicit permission to use these videos. The proposal must include digitizing VA owned videos and installing them on the system up to the capacity of the syste,The proposal must include 60 months of 24/7 technical support and help desk support.It must also include 60 months of maintenance, service and software upgrades.All installation costs shall be included and the installation must be a complete turnkeysolution.Training of all appropriate VA staff must be provided.Any associated travel costs and per diem expenses shall be included in the proposal. All prospective offerors who currently have sucha system on the market are invited to submit a proposal. Include with proposal a list of clients for whom you have installed such a syste. Award will be made based on a technically acceptable proposal that provides the best overall value to the government. The provisions at FAR 52.212-1, Instructions to Offerors Commercial Items (NOV 1999) applies to this acquisition.All offerors are to include with their offer a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items. The FAR provisitions may be obtained via the internet at http://www.arnet.gov. This award is subject to the availability of funds and funds available during a continuing resolution.
