Description
NA As a result of The Sources Sought Announcement and The Pre-Solicitation Briefing Held on 30 April 2002, The US Army Communications Command (CECOM) intends to procure the following: A six (6) year: one (1) Base Year and five (5) option year contract that r equires the printing and distribution of a weekly Civilian Enterprise (CE) newspaper, The Monmouth Message, for military and civilian personnel. The acquisition of The Monmouth Message is controlled by Army Regulation 360-1 (Chapters 4 and 13) and DOD In struction 5120.4 and 32 CFR Part 247 (Department of Defense Newspapers, Magazines and Civilian Enterprise Publications). Neither appropriated nor nonappropriated funds may be used to pay for any part of the costs incurred by the contractor?s production a nd distribution of The Monmouth Message. The costs of performing this contract and any associated profit will be covered by the proceeds from the contractor?s sale of newspaper advertising. This procurement is an unrestricted competitive acquisition. Any award made will be based on the best overall (i.e. best value) proposal that is determined to by the most beneficial to the Government, with appropriate consideration given to the two evaluation factors: Technical and Performance Risk. The Technical Fact or and the Performance Risk Factor are equally important. To receive consideration for award, a rating of no less than ?Acceptable? must be achieved in the Technical Factor and all of the Technical Subfactors. The subfactors are: PERSONNEL, PHYSICAL PL ANT/PRODUCTION EQUIPMENT, SOURCE OF REVENUE, INTERFACE WITH PUBLIC AFFAIRS OFFICE, SMALL BUSINESS PARTICIPATION. A copy of this solicitation will be available on or about 06 DEC 2002 with award decision anticipated at the end of January. The companies who attended the pre-brief need not request a solicitation.
