- A. Overview The US Fish and Wildlife Services (FWS) is in the process of planning a cost comparison study of the Office Automation Clerk (Series 326) function in accordance with Office of Management and Budget (OMB) Circular A - 76 policy. This is an effort to review the services currently delivered and determine whether it is more cost effective and efficient to have the services performed by FWS personnel or by the private sector. In support of this initiative, FWS is issuing this Request For Information (RFI). FWS requires administrative support services at Ecological Services Offices (ESO), National Wildlife Refuges (NWR), National Fish Hatcheries (NFH), and Regional Offices. These sites are located across seven regions at 85 locations throughout the United States and Puerto Rico. The type of services that will be required of a successful Service Provider (SP) include: " Office Automation Support to include filing, typing, data entry, report preparation, answering phones, and purchasing and support. " Customer Service Support to include greeting the public, answering general inquiries, and providing public information packets. " Program Management Support of these services to include oversight and central SP point of contact. B. Specific Request for Information The purpose of this RFI is to gather input from interested parties that will help FWS: " Develop a broad understanding of the capabilities that exist in the private sector market to deliver Office Automation Clerk services " Determine the level of market interest in delivering Office Automation Clerk services to FWS. 1. Scope of the Study The study of the Office Automation Clerk function covers a broad geographic range with a variety of rural and urban locations. The government is looking for input from all interested parties on the benefits and/or risks associated with differing approaches to the requirement, from consolidation of the entire requirement into one cost comparison to conducting seven regional cost comparisons. Please provide comments or input regarding the following: a. Single Provider Cost Comparison that would support the entire scope of the study (85 locations)? b. Separate Cost Comparisons for each of the individual seven regions (as identified below)? c. Any other ideas regarding the appropriate approach for the study? Region States Included --------- --------------------------------------------------- 1 WA, OR, HI, ID, NV, CA 2 NM, AZ, TX, OK 3 MN, MI, WI, IA, IL, IN, OH, MO 4 AR, LA, AL, MS, GA, FL, KY, TN, NC, SC, Puerto Rico 5 ME, VT, NH, NY, PA, NJ, RI, MA, MD, VA, WV, DE, CT, and District of Columbia 6 MT, CO, UT, KS, NE, ND, SD, WY 7 AK If you indicated that you prefer the regional approach, please identify the region(s) where your organization has capabilities. 2. Capabilities Please indicate your capabilities to provide Office Automation Support Services, Customer Support Services, and Program Management Support for these services. Please indicate whether your organization currently provides these services to customers as separately contracted services (i.e., not as administrative support for another service contract) to commercial customers or government customers. Briefly describe some of these projects and their locations. Please list any other services your organization currently provides that may be applicable to the Office Automation Clerk function. Please address in general terms, your approach to the management of this work to ensure quality control and overall successful performance. What resources and methods would you utilize? 3. Small Business Considerations What could the Government do that would provide incentives for small business participation (e.g. contract type, award incentives, performance incentives, or some other type of incentive)? 5. Contract Type Please Indicate if you have a GSA Federal Supply Schedule contract and whether it covers these services. Please provide your GSA contract number(s) Understanding that this is a broad effort being studied under OMB Circular A-76, what type of contract(s) is/are most appropriate for this effort (i.e. Cost Plus, Fixed Price, Indefinite Quantity/Indefinite Delivery, or Hybrid)? If you believe a hybrid type of contract is most appropriate, please give an example of how you would recommend structuring the contract. C. Instructions for submitting responses to this RFI: Your participation in providing responses to this RFI is greatly appreciated. Please provide information for all or any of the areas addressed and submit additional information that you believe would assist the government in conducting this study.
