Description
This is a request for information (RFI) for planning purposes only. The RFI is for an educational wargame support tool/toolset that at a minimum meets the requirements stated below for CADRE?s Air Force Wargaming Institute (AFWI) customers. TECHNICAL REQUIREMENTS: At a minimum, the tool/toolset must include the capabilities listed on the attached Requirements Abstract PowerPoint slides (hereafter referred to as the abstract) and be available for wargame use by NLT 1 May 2004. In addition to satisfying the requirements on the abstract, the offered educational wargame support tool/toolset must also have the capability to satisfy the following requirements at some future TBD date. If the offeror?s proposed tool/toolset does not currently satisfy the below requirements, the offeror shall propose a date by which these requirements can be satisfied. Satisfying these requirements are necessary to capture the unique tool/toolset requirements demanded by educational wargaming. The requirements are as follows: (1) Flexibility and Adaptability ? The offered tool/toolset must exhibit adaptability to changing Professional Military Education (PME) school learning objectives/requirements. Desired modifications to the tool/toolset must be quickly implemented (i.e. < 6 months). The tool/toolset must support both real world and notional scenarios as well as both current and future force orders of battle. The tool/toolset must also be capable of operating at both classified and unclassified levels dependent on wargame requirements. (2) Multiple Simultaneous Wargames ? The offered tool/toolset must support up to 52 simultaneous and independent multi-sided wargames. (3) Graphical User Input (GUI) ? The offered tool/toolset must have GUIs supporting multiple resolution levels of input defined as follows. Wargames conducted at the strategic level will require input of a campaign plan. Wargames conducted at the operational level will require input of an Air Tasking Order (ATO). Lastly, wargames conducted at the tactical level will require real time interactive input. (4) Execution Speed ? Support of the various levels of wargames requires tool/toolset execution speeds ranging from real time for interactive wargames to faster than real time (e.g. overnight assessment of up to 300 days of combat) for strategic level wargames. (5) The offered tool/toolset shall interface with Theater Battle Management Core System (TBMCS) light version (i.e. a version containing the Air Operations Data Base (AODB) only) by a TBD date. User inputs from TBMCS should be useable for wargame model execution. The offeror shall indicate how he envisions his proposed tool/toolset interfacing with TBMCS and specifically propose a date by which this interface shall be accomplished. Suggested outline for responses: 1) functional description of the offered tool/toolset; 2) a requirements compliance matrix or stop light chart showing degree of requirements compliance; 3) schedule estimates for fully meeting requirements on the abstract; 4) schedule estimates for compliance with the additional requirements stated above; 5) ROM cost estimates for compliancy; 6) corporate expertise in the areas of modeling & simulation and exercise/wargame support; and 7) if available, tool/toolset executables and documentation for Government review. In addition recommend the data right clauses, contract type, and contractual details that would be applicable and beneficial in any potential RFP. Please highlight any contract vehicles/schedules available to streamline any potential solicitation. The Government has the right to use any of the information provided by contractors to develop our RFP. If an offeror objects to this, do not submit the information. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of this request for information to otherwise pay for the information solicited. Although ?proposal? and ?offer? are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. Again, this solicitation is issued for the purpose of INFORMATION and PLANNING PURPOSES ONLY. Responses will be accepted in any format by 4:00 PM (Central Standard Time) on Jan 15, 2003, to the POCs shown below.
