- POSITION CLASSIFICATION SERVICES SCOPE OF WORK A. INTRODUCTION The Overseas Private Investment Corporation (OPIC) is a Federally owned corporation that provides political risk insurance, financing, and a variety of investor services to encourage US private investment in developing nations and emerging economies around the world. OPIC has a need for one man-year of consulting services to provide Position Classification Services. More than one contractor may be selected to perform this work. Workload may fluctuate significantly; hours worked per week may vary greatly. It its anticipated that contractors will work as needed to perform various assignments on a flexible schedule that may be either part time or intermittent, providing finished products on or before dates established by the Supervisory Staffing & Classification Officer when assignments are made. B. TASKS 1. The major task will be the classification of positions, including new positions, positions with new standards and positions in need of rewriting and classification. This will include all grade levels and all types of positions at OPIC. The contractor will be assigned a variety of positions to classify and will be asked to assist and advise on classifications being conducted by Human Resources Management (HRM) staff members. Will have responsibility for recommending the full range of classification determinations, i.e., position title, series, grade, FLSA status, sensitivity, supervisory status, etc. and for preparing comprehensive evaluation statements and position description cover sheets documenting these determinations. 2. The contractor will perform desk audits and position reviews. Will assist in setting up a program to review/update the classification of all OPIC positions on a rotating basis (reviewing a percentage of the total each year). Will conduct or assist in the performance of the first annual review. 3. Will advise and assist OPIC managers in position management and design, drafting or editing proposed position descriptions and amending existing position descriptions. 4. Will perform staffing work under the Merit Promotion Program, including job analysis, preparation of vacancy announcements, development of crediting plans, application reviews, rating, ranking and panel instruction, certification and auditing of actions, and preparing job offers and letters to unsuccessful candidates. Will also support DEU operations by performing job analyses and developing crediting plans. May write or edit justifications requesting superior qualifications appointments, recruitment or relocation bonuses. May write or edit memorandums of understanding to effect inter-agency details. 5. May assist with special projects, provide input into human resources policy development or be assigned other professional work in the Office of the Chief Financial Officer as necessary. C. PLACE OF PERFORMANCE OPIC is located in downtown Washington DC. Work may be performed on site in order to meet with other members of HRM and managers and employees involved in classification and staffing actions, or contractor may choose to perform work at other locations with approval from the Supervisory Staffing & Classification Officer. The contractor must be able to work on site when the Supervisory Staffing & Classification Officer determines that it is essential for successful completion of the assignment. D. QUALIFICATIONS The contractor must have extensive familiarity with position classification and recruitment and staffing methodologies for both the competitive and excepted service, Office of Personnel Management (OPM) regulations and procedures, including the Guide to Processing Personnel Actions, Classification and Qualifications Standards, and merit promotion procedures. Position requires significant experience performing position management and classification of a wide variety of support, administrative, technical and professional positions, including developing and classifying position descriptions, conducting job analyses, developing crediting plans, making eligibility and qualification determinations, evaluating and rating applicants and issuing certificates of eligibles. The contractor must be able to use the microsoft office suite of software applications as well as conduct research independently on the internet. E. PERIOD OF PERFORMANCE The base year period of performance commences from date of contract award through September 30, 2003. The resultant contract will include four each 12 month options. F. TYPE OF CONTRACT The Government contemplates award of a Labor Hour type contract based on a fixed hourly rate.
